6、大會 Ⅰ. Fisrt Milan Conference of IEC/TC111,,－－2005年3月21日至3月25日 針對IEC/TC111此次會議,我方提出6份具體提案 ：--March 21 through 25, 2005:For this conference of IEC/TC111, we have made six detailed proposals：1）針對TC111的工作范圍，我們提出：標(biāo)準(zhǔn)起

7、草組成員應(yīng)有廣泛的代表性，必須保證發(fā)展中國家代表的參與；電子電氣產(chǎn)品中限制物質(zhì)的使用及環(huán)境意識設(shè)計也應(yīng)給廣大發(fā)展中國家留出過渡期，發(fā)達(dá)國家應(yīng)向發(fā)展中國家提供技術(shù)和資金支持。（針對TC111整體）1）As for the work scope of TC111, we propose that: The members of the drawing-up group should be widely representative, it

8、 should ensure that the representatives of developing countries attend the conference；period of transition should be left in the use of restricted substances and in environmental ideology design, and in electrical and el

9、ectronic products. Developed countries should provide technical and financial support to developing countries. （TC111 as a whole）2）針對“電子電器產(chǎn)品中限制物質(zhì)的檢測程序”的提案，我們提出：應(yīng)確定拆分原則，以保證各個實驗室之間檢測結(jié)果的一致性和可比性；部分檢測方法缺少比對和驗證。（WG3）2）As for

10、 the proposal ,“the detection program of restricted substances in electrical and electronic products”, we suggest that principles of dismantlement should be set in order to ensure the consistency and comparability of the

11、 detection results between labs. Parts of detection methods lack of comparison and certification. （WG3）3）詳細(xì)地提出對同質(zhì)物質(zhì)進(jìn)行清晰詳細(xì)定義的必要性，以及如果不進(jìn)行詳細(xì)定義會產(chǎn)生的不同理解進(jìn)而產(chǎn)生的消極后果。（WG3）3）Put forward in detail the necessity of clear and deta

14、 material used, and the difference in the way of preparation, to the measurement results, etc.（WG3）5） 對日本提出的“環(huán)境意識設(shè)計”提案提出了相應(yīng)的建議：作為ECD的國際標(biāo)準(zhǔn)，應(yīng)包括我們迄今為止所能想到的環(huán)境方面；該標(biāo)準(zhǔn)應(yīng)建立通俗易懂實用的技術(shù)規(guī)范，應(yīng)推薦一些ECD工具；應(yīng)強(qiáng)調(diào)循環(huán)利用在ECD中的重要性。（WG2）5） As for

15、the proposal of “Environmental Ideology Design” made by Japanese, we have put forward respondent proposals: as international standard of ECD, the aspects we have thought of should be included; straightaway and practical

19、e proposal made by China would be put into consideration. （WG1）,6,,會議期間，各成員單位團(tuán)結(jié)一致、精誠合作，提出了中國在制定相關(guān)標(biāo)準(zhǔn)方面的建議，為中國更深入地參與TC111范圍內(nèi)相關(guān)國際標(biāo)準(zhǔn)及技術(shù)文件的制定奠定了堅實的基礎(chǔ)。會后,國家標(biāo)準(zhǔn)委批準(zhǔn)CQC陸梅副主任加入SPS工作組、一名成員加入“材料聲明”工作組、三名成員加入“環(huán)境意識設(shè)計”工作組、三名成員加入“有害物質(zhì)檢測”

20、工作組。During the conference, all the member units unite together with all the faith and dedication, and made the proposals on establishing related standards, setting a solid foundation for participating further in establi

21、shment of related international standards and technical documents with the scope of TC111. After the conference, the National Standard Committee approved the nomination of Lu Mei，Deputy Director of CQC as member of SPS w

22、orkgroup, the nomination of one member as member of “Material Declaration” workgroup, and three as member of “Environmental Ideology Design” workgroup, and three as member of “Harmful Substance Detection” workgroup.,7,二、

23、檢測方法（ WG3 ）工作組巴黎會議Ⅱ. WG3 Paris Conference on Test Method,－－ 2005年5月23日至24日 IEC/TC111/WG3成立首次工作會議在法國召開，參加該次會議的有來自ACEA特別工作組和WG3工作組的專家共計31人。中國2名專家全程參與討論了標(biāo)準(zhǔn)草案（1CD稿）的各個章節(jié)，針對草案中存在的問題提出了修改意見和建議。參加討論的專家提出的主要問題集中在以下2個方面： A、

24、均質(zhì)材料定義的理解； B、樣品的拆解； 由于這兩個問題密不可分，討論的主要意見各有道理，最終決定制定一個指導(dǎo)性技術(shù)文件，對樣品拆解工作加以指導(dǎo)。 --May 23 through 24, 2005. First work conference of foundation of IEC/TC111/WG3 was held in Paris. The attendants of the conference are ex

25、perts from ACEA special workgroup and WG3 workgroup, altogether 31. Two Chinese experts participated all through in the discussion on every chapters and sections of the draft standard （1CD Draft），making revision comment

26、s and suggestions on current problems in the draft standard. The questions asked by the experts attended the conference concentrate mainly on the two following aspects: A、Comprehension of definition of homogenous materi

27、als； B、Dismantlement of Samples. As the two questions are inseparable, each of the main views has its reason. Finally, a decision was made that a directory technical document should be made in this workgroup, guiding

28、 the dismantlement of samples.,,8,三、材料聲明特別工作組西班牙會議 Ⅲ.Spain Conference of Material Declaration Special Workgroup,,－－2005年6月13日至14日 在巴塞羅那AFME(電子材料制造商協(xié)會)召開，中國派出專家參會。會前，繼續(xù)細(xì)化、修訂、完善了中方提案，并在會上作了發(fā)言。 兩天的會議基本上圍繞在材料聲明中是否加入

29、產(chǎn)品的環(huán)境信息展開討論，部分代表團(tuán)成員認(rèn)為：目前急需制定出材料聲明的調(diào)查表等具體的指導(dǎo)標(biāo)準(zhǔn)，而產(chǎn)品的環(huán)境信息所需的環(huán)境評估標(biāo)準(zhǔn)眾多，環(huán)境評估機(jī)構(gòu)基準(zhǔn)不同，很難在短時間形成被國際社會統(tǒng)一接受的標(biāo)準(zhǔn)方法，難以滿足目前市場及相關(guān)法規(guī)的需要；法國代表團(tuán)堅持加入產(chǎn)品的環(huán)境信息，以完善材料信息，方便后續(xù)的使用者和消費(fèi)者。日本代表團(tuán)認(rèn)為TC111已經(jīng)成立WG2環(huán)境意識設(shè)計工作組，而且6月底就要召開首次會議，這部分工作可以在WG2工作組中進(jìn)行。其他一些

30、國家代表認(rèn)為這兩種意見均有可取之處，需要進(jìn)一步探討。--June 13 through 14, 2005 The Spain conference of material declaration workgroup was held at AFME (Association of Manufacturers of Electronic Materials) in Barcelona. Chinese experts w

31、ere sent to attend the conference. Before the conference, the proposal from China delegate was further specified, revised and perfected, and on which a speech was made at the conference. During the two-day confere

32、nce, discussion was made basically about whether or not the environmental information of products should be included in the material declaration. Some of delegate members think that：Particular directory standards such as

33、 questionnaire are badly needed to make out, while there are many appraisal standards needed by environmental information, and basic standards for environmental appraisal are so different that a uniform standard method a

34、ccepted by international society is too difficult to be formed, which could hardly meet the requirements of the market and related laws and regulations；French delegate insists on including environmental information of pr

35、oducts, so as to perfect material information and facilitate following consumers and users. Japanese delegate think that TC111 has set up the environmental ideology design workgroup WG2, and the first meeting of which wi

36、ll be held at the end of June, so task of this part could be started within workgroup WG2. Some delegates from other countries think that the both ideas have redeeming features，which need further study.,,9,通過討論，達(dá)成如下結(jié)論：T

37、hrough discussion, the following conclusions were made：1）已經(jīng)注意到本工作組在產(chǎn)品的環(huán)境信息方面與TC111的其他工作組的業(yè)務(wù)范圍有交叉，提請TC111大會考慮。1）It has been noticed that this workgroup has some crossover of business scope with other TC111 workgroups i

38、n product information. Please take them into consideration at the conference of TC111.2）形成了材料聲明標(biāo)準(zhǔn)提案和產(chǎn)品的環(huán)境信息標(biāo)準(zhǔn)提案的背景文件、范圍、制定目標(biāo)和理由。2）Background documents, scope, targets setting and reasons for proposal of material decla

39、ration standard and proposal of environmental information standard have been formed.3）討論確定美國為材料聲明提案的召集人，法國為產(chǎn)品的環(huán)境信息提案的召集人。3）Through discussion, it was settled down that the U.S. was nominated caller of material declara

40、tion proposal, and France caller of environmental information proposal.4）各代表團(tuán)表態(tài)時，中方代表表示繼續(xù)參加材料聲明提案的研究工作，是否參加產(chǎn)品的環(huán)境信息的相關(guān)工作需要等中國NC做決定。4）When delegates expressing their attitude, representative of Chinese delegate showed

41、that Chinese delegate will continue participating in research of proposals of material declaration. As for whether or not to participate in works related to environmental information of products, it is up to Chinese NC.,

42、10,四、環(huán)境意識設(shè)計（WG2）日本、米蘭會議 Ⅳ. WG2 Japan and Milan Conferences on Environmental Ideology Design,－－2005年6月28日至29日--June 28 through 29, 2005 －－2005年10月13日至14日--October 13 through 14,2005 中國的IEC/TC111/WG2工作組沒有派專家參加該工作組

43、的2次會議，但是一直在密切跟蹤整個工作組的相關(guān)信息，國內(nèi)的WG2工作組在國內(nèi)成立了國際標(biāo)準(zhǔn)跟蹤研究技術(shù)支持小組，采取會議或電子郵件的方式，重點(diǎn)研討了該工作組正在起草的標(biāo)準(zhǔn)（IEC62430）針對標(biāo)準(zhǔn)草案提出了一些建設(shè)性的意見。已經(jīng)派遣3名專家參加2006年1月份在泰國舉行的第三次會議。IEC/TC111/WG2 workgroup experts from China did not attend the second meeting

44、 of the group, but they had always paid close attention to and kept tracing on all the information related to the workgroup. Chinese WG2 has set up a technical support group in charge of tracing and researching internati

45、onal standards by means of meetings and e-mails, discussed mainly the standard being drafted by the workgroup (IEC62430), and put forward some constructive proposals on standard drafting. Three experts have been sent fo

46、r attending the third meeting in Thailand in Jan. 2006.,,11,五、IEC/TC111南非會議 ⅴ.IEC/TC111 South Africa Conference,－－2005年10月20日至22日 IEC/TC111南非會議在南非召開。會前及時轉(zhuǎn)發(fā)了IEC/TC111的相關(guān)文件資料，并要求各參會單位認(rèn)真研究，及時反饋相關(guān)信息。會上，針對會議議題，中國代表團(tuán)提出如

47、下觀點(diǎn)：鑒于“材料聲明”、“產(chǎn)品的環(huán)境信息”及“環(huán)境意識設(shè)計”三個項目業(yè)務(wù)范圍存在較多交叉，須明確界定項目組的業(yè)務(wù)范圍; 應(yīng)優(yōu)先確保目前急需的“材料聲明” 、“環(huán)境意識設(shè)計”標(biāo)準(zhǔn)的制定;需請示標(biāo)準(zhǔn)委后，再決定是否派觀察員參加“產(chǎn)品的環(huán)境息”項目組；-- October 20 through 22, 2005 IEC/TC111 South Africa Conference was held in South Afri

49、e topics of the conference:In view of the crossover of the business scope of three items “material declaration”, “environmental information of products” and “environmental ideology design”，the business scope of the item

50、 group shall be defined; The setting of currently necessary “material declaration”and “environmental ideology design” standards shall be preferably ensured; we will contact China National Standard Committee first and th

51、en decide on whether or not to assign observers to attend the “environmental information of products” item group.,,12,向大會介紹了中國在樣品拆分工作上的工作思路和取得的經(jīng)驗，聽了中國代表團(tuán)的相應(yīng)介紹后，主席和秘書長提議由中國代表團(tuán)起草 “樣品拆分”工作開展的框架原則，提交下次會議討論，與會代表都表示非常期待該文件的出臺，

52、由中國起草的關(guān)于“樣品拆分”的NP已經(jīng)于2005年年底通過國家標(biāo)準(zhǔn)委正式提報到IEC/TC111秘書處； Introduce the thought line and experience in dismantlement of samples in China to the conference. After hearing the introduction by Chinese delegate, Chairman and Gen

53、eral Secretary of the Conference suggested that China delegate draw up the frame principle of carrying out the “dismantlement of samples”, and submit it for discussion at the next conference. The attendants showed that t

54、hey expected the document to come into being. The NP drafted up by China had been approved at the end of 2005, and submitted formally to the secretariat of IEC/TC111.,13,針對“符合ROHS等相關(guān)法規(guī)的要求是生產(chǎn)商的責(zé)任，不需要第三方符合性聲明”的個別觀點(diǎn)，指出：是否需

55、要“第三方符合性聲明”，應(yīng)該參照工業(yè)經(jīng)濟(jì)發(fā)展的水平而定，不能一概而論。這個選擇權(quán)不應(yīng)由會議提出，生產(chǎn)企業(yè)和最終用戶應(yīng)有非常重要的發(fā)言權(quán)和選擇權(quán)。目前的情況是無論發(fā)達(dá)國家或發(fā)展中國家，都有很多用戶需要由公正的第三方出具符合性聲明，此觀點(diǎn)得到了包括參會的IECQ和大多數(shù)技術(shù)組織的代表的認(rèn)可。Responding to the isolated view that “the requirement of meeting the relate

56、d laws and regulations such as ROHS, is the manufacturer’s liabilities, without need for the third party’s declaration of conformity”，Chinese delegate pointed out that whether or not the third party’s declaration of conf

57、ormity is necessary, should be decided on the level of economic and industrial development, we oughtn't to generalize about that. This right of choice should not be made out by the conference, instead, the manufactu

58、rers and users should enjoy the important right of speech and choice. The current condition is that either in developed countries or in developing countries, there are many users who need impartial third parties to prese

59、nt declaration of conformity. This view has been accepted by IECQ attendants and by the representatives from most of the technical organizations.,14,通過參加會議，我們感到，發(fā)達(dá)國家對該TC的工作十分重視。他們在各自的國內(nèi)邀請各方面的專家組成了技術(shù)支持小組，在研究各自國內(nèi)產(chǎn)業(yè)發(fā)展水平、標(biāo)準(zhǔn)制

60、修訂情況的基礎(chǔ)上，針對TC111所確定的工作范圍，按各自國家的整體利益有針對性地提出了多個不同的NP，力圖全力主導(dǎo)、影響國際標(biāo)準(zhǔn)的制定。對此，國家標(biāo)準(zhǔn)委十分重視，計劃2006年初正式成立相應(yīng)的技術(shù)委員會歸口對應(yīng)IEC/TC111的工作，整合現(xiàn)有資源，統(tǒng)一規(guī)劃，爭取做到資源、信息的有效共享，為我國有效參與相關(guān)國際標(biāo)準(zhǔn)的制定提供了堅實技術(shù)保證平臺。Through the conference, we felt strongly that

61、some developed countries have showed much concern on TC. They invited experts in various fields from individual country to form technical support group, and on the basis of studying the level of industry development and

62、conditions of standard setting and revision in their own country, in accordance with the scope set up by TC111, and according to the interests of their own country, put forward several different NPs pertinently, trying t

63、o influence and dominate in the standard setting of international standards. Therefore, have each committee belonged to corresponding works, integrate current resources, make united plans, striving for efficient share o

64、f resource and information, setting up a platform with strong technical support for China’s participation in establishing international standards.,15,六、積極參與IEC/TC111 AHG1 SPS的制定 Ⅵ. Participate actively in the setting o

65、f IEC/TC111 AHG1 SPS,AHG1是IEC/TC111的戰(zhàn)略聲明特別工作組，負(fù)責(zé)制定IEC/TC111的戰(zhàn)略發(fā)展規(guī)劃，用于指導(dǎo)IEC/TC111的標(biāo)準(zhǔn)制修訂工作，SPS制定的成功與否對IEC/TC111工作的開展具有至關(guān)重要的作用。AHG1 is the special workgroup of strategy declaration for IEC/TC111, which is in charge of the

66、planning of strategic development for guiding setting and revision of IEC/TC111 standards. The success or failure of the setting of SPS is crucial to the work of IEC/TC111.結(jié)合中國的實際情況，積極主動地全程參與了SPS的制定、修改工作，提出了許多建設(shè)性的修訂意見。
