4、r town-planning development. It was proved that nowadays it is necessary to build residential property and provide residential areas with the required parking lots for dwellers’ comfort. The article shows the advantages
5、and disadvantages of underground parking lots arrangement at residential property construction, including the problems at their commissioning. Here is proved the prospect of underground parking lots arrangement in reside

7、rge region, includes not only landscaped and comfortable residential property, but also street and road network which is directly connected with the difficulties of development and use of the underground territory. Durin
8、g residential property construction, the transportation system of the underground infrastructure must include the facilities related to storage and maintenance of vehicles (parking lots for permanent storage of vehicles
9、and parking lots for guests).Investment activity in the residential property construction is marked by high efficiency. Demand for residential property in the Russian Federation and in the Moscow region, in particular, i
10、s far from being glutted. That is why residential property will always remain in demand. There is another question of what kind of residential property and how much of it is required by the population at the moment, as w
11、ell as for mid-term and long-term perspective. Besides this, it is not enough to construct residential property under modern conditions, it is necessary to provide residential areas with the required infrastructure and b
12、egin with parking lots.Underground parking lots must be arranged on the floors with the floor line below the grade elevation by more than half of the premises height. They are usually arranged at the residential construc
13、tion directly under the building (structure) or at separate non-developed court areas, under drive ways, passages, squares, public gardens, lawns or parks as separate structures (in this case they must be arranged at a m
14、inimum distance from the residential property, according to the sanitary rules [1, 2, 3, 4, 5, 6 and 7].) Underground parking lots are more expensive than above ground and their operation has some difficulties, with the
15、main one connected with ventilation enhance. However, under the condition of dense districts, their construction is justified economically and by reason of general metropolis planning. Modern underground parking lots are
16、 constructed for 250-300 cars. The number of levels can reach 7, and the floor depth of the lower environment is a combination of time and space of action of the economic entities, the bearer of really objective and real
17、ly subjective, ideal, material and managerial. Herewith, social and economic are non-separable: people and nature always work for balance tendency [12, p. 61].We should consider up-to-date the statement of V. Dudkin that
18、 market, in its quite developed form, appears as a chain of independent competing and personified interests, as the system of their inter attraction and repulsion, as a historical phenomenon, but not a natural one. With
19、the change of the economic type and the system of public production, changes the type of the market control mechanism [13, p. 41].The second peculiarity of the Moscow region residential property market, as we think, is s
20、ignificant fluctuations of population effectual demand in different segments, and its disbalance with supply. In general, the prices in the Moscow region residential property market are characterized by the situation of
21、a “soap bubble”, as well as in the foreign residential property markets [14, 15, 16]. We think [17, 18], that the reason is in the lack of understanding by the market participants of the current situation and the strateg
22、y for the residential property market development for a mid-term and long-term perspective in this territory.In this regard, nowadays parking represents the most important element of infrastructure of any urban facility,
23、 including a residential house or a complex. Herewith, the cost of immovable property will directly depend on the characteristics and capacity of the parking lot.The advantages of underground parking lots are obvious: th
24、ey save free space, can be arranged under roads and buildings, but sanitary and hygienic requirements to their location are much softer if compared to the norms for above-ground parking lots and garages. Besides this, un
25、derground parking lots make it possible to save energy, decreasing its consumption by constant underground air temperature (in case of good heat insulation of the building). Among the disadvantages of underground parking
26、 lots is high cost of their construction. On the other hand, design of an underground parking makes it possible to use the remaining area for residential, office and trade aims. Developing central districts of the city,
27、underground parking should be preferred for a number of reasons [19, p. 182].During the design of underground parking lots, should be met the following requirements:- necessity to study the structure and peculiarities of
28、 soil at great depth, forecast of possible changes in the soil mass and hydrogeological conditions, as well as examination of the foundations of the nearby development, determine great increase in the area, volume and de
29、tail of engineering and geological research;- design concepts and technology for construction of underground facilities must provide safety and normal operation conditions for nearby above-ground and underground faciliti
30、es, especially, historical buildings. To do this, it is necessary to implement mathematical modeling of the changes in the strain-stress state of the soil mass [19, p. 185].Herewith, long-term observations of B. V. Lyapi
31、devsky, A. K. Sherstnev and S. N. Samusev over the condition of underground facilities have shown that the main problem during the operation is unsafe water isolation and appearance of leakages leading to destruction of
32、the load-bearing structures. In this regard, during the design, construction and operation of underground garages, special attention should be paid to the way of arrangement of water isolating systems depending on the re
