15、gt;<p>　　附錄B 外文文獻(xiàn)翻譯</p><p>　　為東北旅居車專用汽車產(chǎn)業(yè)發(fā)展與結(jié)構(gòu)調(diào)整進(jìn)言</p><p>　　近年來我國(guó)專用汽車發(fā)展很快，僅東北5省的專用汽車生產(chǎn)企業(yè)數(shù)量即已達(dá)到90家，其中，遼寧50家，吉林25家，黑龍江15家。2004年專用汽車產(chǎn)銷量，揚(yáng)州中集通華、駐馬店華駿等少數(shù)企業(yè)均超過10000輛，建廠沒幾年的梁山東岳也超過5000輛，而東北地區(qū)企業(yè)中

16、，最高的也就1000多輛，而大多數(shù)企業(yè)為300—500輛，有的不到50輛，個(gè)別的10輛都不到。沈陽25家企業(yè)產(chǎn)銷量還不如梁山東岳1個(gè)廠。關(guān)于產(chǎn)品品種，梁山東岳達(dá)到110多個(gè)，而遼寧省的企業(yè)中較多的才10多個(gè)，有的才兩三個(gè)。個(gè)別生產(chǎn)企業(yè)的工程技術(shù)人員組成和產(chǎn)品質(zhì)檢機(jī)構(gòu)不完善、不健全，這些廠居然也是國(guó)家定點(diǎn)的專用汽車生產(chǎn)企業(yè)。</p><p>　　有的企業(yè)定位于并單一生產(chǎn)廂式車。廂式車的品種有很多，如翼展車、雞雛車、

17、掛肉車、海關(guān)監(jiān)管車、流動(dòng)舞臺(tái)車、郵政車、工程維修車、技術(shù)質(zhì)檢車、保溫車、冷藏車，等等。廂體材料國(guó)外已采用鋁合金、塑料、玻璃鋼等輕質(zhì)材料，車廂由5塊板SKD或全拆散裝件CKD組裝而成。東北地區(qū)只有長(zhǎng)春國(guó)富等兩三家企業(yè)采用這種方式。長(zhǎng)春國(guó)富的翼展車等產(chǎn)品曾出口到日本等多個(gè)國(guó)家。目前，用于保溫、冷藏、冷凍運(yùn)輸?shù)膸Х峙摻Y(jié)構(gòu)的廂式車，生產(chǎn)者還很少；采用傳送系統(tǒng)的自裝卸式廂式車的生產(chǎn)者更少。</p><p>　　有的企業(yè)只生

18、產(chǎn)欄板式半掛車。其實(shí)半掛車種類也很多，如廂式半掛車、運(yùn)煤半掛車、低平板半掛車、凹心半掛車、集裝箱半掛車、集裝箱骨架半掛車、車輛運(yùn)輸半掛車、自卸半掛車、用于油品／化學(xué)品／散裝水泥運(yùn)輸?shù)墓奘桨霋燔嚕鹊?。有的廠子10年來只生產(chǎn)欄板半掛車。半掛車大梁已發(fā)展到用16錳鋼板焊接式結(jié)構(gòu)，有的則采用了鋁合金、軋制1 6錳工字梁等材料制造的輕質(zhì)高強(qiáng)度大梁。東北地區(qū)采用此先進(jìn)結(jié)構(gòu)的生產(chǎn)企業(yè)可能不超過2家。</p><p>　　20

19、06上半年，沈陽某用戶到駐馬店購(gòu)買了200多輛半掛車，還有一部分用戶去梁山購(gòu)買， 東北5省的數(shù)量或許就更多了。沈陽是我國(guó)重工業(yè)基地，也是我國(guó)最早生產(chǎn)半掛車的城市之一。東北地區(qū)資格最老的半掛車廠——沈陽三山集團(tuán)10多年前生產(chǎn)的半掛車曾銷往全國(guó)各地，可是今天的沈陽半掛車產(chǎn)業(yè)地位遠(yuǎn)非夕比了，不能不引起各半掛車廠的反思。</p><p>　　東北地區(qū)的專用汽車產(chǎn)業(yè)結(jié)構(gòu)如何調(diào)整，是應(yīng)當(dāng)考慮的時(shí)候了。對(duì)于個(gè)別不具備生存、發(fā)展

20、條件的生產(chǎn)企業(yè)應(yīng)兼并重組，以結(jié)構(gòu)調(diào)整帶動(dòng)發(fā)展。</p><p>　　2006上半年國(guó)家新批了55家專用汽車企業(yè)，7月可能又有增加。最近，國(guó)家及行業(yè)主管部門出臺(tái)了一些政策，以遏制國(guó)內(nèi)汽車產(chǎn)能過剩的苗頭。我認(rèn)為對(duì)汽車行業(yè)進(jìn)行結(jié)構(gòu)調(diào)整是發(fā)展的必然結(jié)果，意義非常深遠(yuǎn)。要優(yōu)化現(xiàn)有產(chǎn)業(yè)布局，同時(shí)提高新準(zhǔn)入者的資質(zhì)。對(duì)于適銷對(duì)路的產(chǎn)品還是應(yīng)當(dāng)給予支持，如沈陽新北星實(shí)業(yè)有限公司，引進(jìn)了韓國(guó)技術(shù)和設(shè)備，開發(fā)出的道路清掃車、冷藏車，
