5、n has been further sped up. Comprehensive deepening the reform of water conservancy on the system construction and standard management is unceasingly perfecting. In order to solve the issues within water administration l

6、aw enforcement work, such as legal basis, law enforcement standardization, law enforcement responsibility and the effectiveness of law enforcement, it is becoming particularly important to implement comprehensive water c

7、onservancy in accordance with the law and water management. As the important province in the middle and lower reaches of the Yangtze River, Jiangxi Province almost overlaps with the whole Poyang Lake Basin, which includi

8、ng China's largest freshwater lake and locating in the south shore of middle reaches of Yangtze River. There are numerous lakes with extremely abundant of water resources and sand resources in Jiangxi Province. Sand-

9、excavating management is not only the focus issue of the administration of water in Jiangxi province, but also a difficult problem of public management at all levels governments. Contradictions between illegal sand-excav

10、ating and difficulty of administrative law enforcement and lack of means have been becoming increasingly prominent. Currently, water administration law enforcement must be strengthened and water conservancy according to

11、law be strict, according to the various problems in the field of water administrative enforcement in Jiangxi province, such as low effectiveness of laws and regulations, weak law enforcement, the simplex law enforcement

12、measure, low quality of law enforcement officers, and complicated law enforcement. Sand-excavating management makes great headway in recent years with increasingly perfect construction of laws and regulations syste
