我國(guó)資源型城市的可持續(xù)發(fā)展研究.pdf

1、摘要資源型城市轉(zhuǎn)型問(wèn)題是一個(gè)現(xiàn)實(shí)問(wèn)題，也是我國(guó)向生態(tài)經(jīng)濟(jì)轉(zhuǎn)變中的一個(gè)突出問(wèn)題。之所以選擇其作為研究方向，展開(kāi)對(duì)中國(guó)資源型城市的可持續(xù)發(fā)展問(wèn)題的研究，主要基于以下四個(gè)原因。一是中國(guó)政府在1992年的聯(lián)合國(guó)環(huán)境與發(fā)展大會(huì)上作了履行(21世紀(jì)議程》的莊嚴(yán)承諾，在未來(lái)將可持續(xù)發(fā)展作為一個(gè)重大戰(zhàn)略。并于2007年12月18日，國(guó)務(wù)院提出《國(guó)務(wù)院關(guān)于促進(jìn)資源型城市可持續(xù)發(fā)展的若干意見(jiàn)》，提出促進(jìn)資源型城市可持續(xù)發(fā)展的指導(dǎo)思想、基本原則和工作目標(biāo)。二

2、是建立有利于資源型城市可持續(xù)發(fā)展的體制機(jī)制，是貫徹落實(shí)科學(xué)發(fā)展觀、構(gòu)建社會(huì)主義和諧社會(huì)的要求，也是當(dāng)前保障能源資源供給、保持國(guó)民經(jīng)濟(jì)持續(xù)健康協(xié)調(diào)發(fā)展的重要舉措。三是面對(duì)資源枯竭的威脅，這些城市如何擺脫困境，實(shí)現(xiàn)跨越式發(fā)展，是國(guó)家可持續(xù)發(fā)展戰(zhàn)略的重要組成部分。四是客觀描述資源型城市的形成與發(fā)展機(jī)制；探討資源型城市的產(chǎn)業(yè)演變規(guī)律；合理定位資源型城市與所在區(qū)域、城市群、城市帶中的位置以及資源型城市在產(chǎn)業(yè)鏈條中的作用，對(duì)國(guó)家的西部大開(kāi)發(fā)戰(zhàn)略、東

3、北老工業(yè)基地的振興、中部的崛起，發(fā)展接續(xù)、替代產(chǎn)業(yè)可以提供有益的參考。本文是在理論和實(shí)踐的推動(dòng)下，從可持續(xù)發(fā)展的視角進(jìn)行資源型城市的可持續(xù)發(fā)展研究，意在為我國(guó)資源型城市的可持續(xù)發(fā)展，實(shí)現(xiàn)資源型城市轉(zhuǎn)型過(guò)程中的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)提供理論支撐和參考。對(duì)資源型城市的發(fā)展相關(guān)問(wèn)題進(jìn)行了系統(tǒng)的分析研究，通過(guò)DEA模型測(cè)算了部分資源型城市的規(guī)模效率，探討了城市規(guī)模效率與城市規(guī)模、區(qū)域等因素的關(guān)系；采用因子分析方法，對(duì)資源型城市的可持續(xù)發(fā)展進(jìn)行了綜合測(cè)

4、定，結(jié)果進(jìn)一步驗(yàn)證了資源型城市與其依托的資源相關(guān)的結(jié)論；對(duì)我國(guó)資源型城市轉(zhuǎn)型實(shí)踐做了回顧，并進(jìn)行了案例分析，采用綜合指數(shù)評(píng)價(jià)了大慶市的轉(zhuǎn)型成果和可持續(xù)發(fā)展能力。本文分五個(gè)部分進(jìn)行論述。第一章第二章作為導(dǎo)論部分，重點(diǎn)介紹了可持續(xù)發(fā)展的大背景，國(guó)內(nèi)外學(xué)者的研究歷史，現(xiàn)狀，中國(guó)的可持續(xù)發(fā)展的發(fā)展歷程。界定了論文的研究對(duì)象。第二部分，包括第三章，第四章，是概念界定部分，重點(diǎn)介紹了資源型城市的概念及劃分。對(duì)于有關(guān)“城市“概念的理論進(jìn)行了界定與分類

5、。分別對(duì)于煤炭資源城市，石油資源城市，鋼鐵城市，有色金屬城市，黃金型城市，非金屬型城市，化工型城市及復(fù)合城市進(jìn)行了界定。對(duì)于我國(guó)資源型城市的布局，地位及存在的主要問(wèn)題作了概括性的介紹。第三部分是實(shí)證部分，包括第五章、第六章、第七章和第八章。第五章重點(diǎn)運(yùn)用DEA模型，對(duì)于資源型城市經(jīng)濟(jì)發(fā)展進(jìn)行了效率和規(guī)模效益分析。第六章根據(jù)資源型城市發(fā)展的周期及生命周期的特點(diǎn)，分析了影響資源型城市核心企業(yè)生命周期的諸如資源因素，科技因素，市場(chǎng)因素，經(jīng)營(yíng)管

6、理因素和全球化因素等。通過(guò)分析資源開(kāi)發(fā)的階段性與有無(wú)依托資源型城市發(fā)展階段性的關(guān)系，提出了資源型城市發(fā)展道路的可能選擇。第七章探討了資源型城市可持續(xù)發(fā)展與產(chǎn)業(yè)結(jié)構(gòu)調(diào)整問(wèn)題。指出了我國(guó)資源型城市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的方向。第八章分析了我國(guó)資源型城市轉(zhuǎn)型AbstractBasedonthefollowingfourreasonsthethesislaunchedonChina’sresourcebasedcities’sustainabledeve
