23、項目黑龍江工業(yè)學(xué)院高等教育教學(xué)改革研究項目實施方案實施方案為貫徹落實《國家中長期教育改革和發(fā)展規(guī)劃綱要（2010～2020年）》、《教育部財政部關(guān)于“十二五”期間實施“高等學(xué)校本科教學(xué)質(zhì)量與教學(xué)改革工程”的意見》（教高〔2011〕6號）、《教育部關(guān)于全面提高高等教育質(zhì)量的若干意見》（教高〔2012〕4號）和《黑龍江省高等教育綜合改革試點實施方案》，就我校專業(yè)結(jié)構(gòu)調(diào)整和以人才培養(yǎng)模式、教育教學(xué)方法創(chuàng)新為核心的專業(yè)改革，以教學(xué)內(nèi)涵建設(shè)為載體

24、，制定黑龍江工業(yè)學(xué)院高等教育教學(xué)改革研究項目實施方案。一、指導(dǎo)思想實施教育教學(xué)改革，要緊緊圍繞學(xué)校辦學(xué)定位和應(yīng)用型人才培養(yǎng)目標(biāo)，以全面實施素質(zhì)教育為主線，堅持“準(zhǔn)確定位、改革創(chuàng)新，強化實踐、突出特色，整體規(guī)劃、逐步推進”的原則，把專業(yè)結(jié)構(gòu)調(diào)整與教育教學(xué)改革相結(jié)合，推進培養(yǎng)模式、教學(xué)團隊、教學(xué)內(nèi)容、課程教材建設(shè)、教學(xué)方式、教學(xué)管理等重要教育教學(xué)環(huán)節(jié)的改革，強化品牌意識、特色意識和創(chuàng)新意識，以教育教學(xué)改革推動各項教學(xué)基本建設(shè)，形成一批教育理

48、四個級別，其分配比例大致為1：3：5：7。1.綜合改革試點項目是引領(lǐng)示范我校其他專業(yè)或同類型高校相關(guān)專業(yè)的改革建設(shè)，理論研究有突破，實踐探索有新招，充分發(fā)揮高校的積極性、主動性和創(chuàng)造性，結(jié)合辦學(xué)定位、學(xué)科特色和服務(wù)面向等，明確專業(yè)培養(yǎng)目標(biāo)和建設(shè)重點，優(yōu)化人才培養(yǎng)方案，突出與產(chǎn)業(yè)行業(yè)對接。按照準(zhǔn)確定位、注重內(nèi)涵、突出優(yōu)勢、強化特色的原則，通過自主設(shè)計建設(shè)方案，推進培養(yǎng)模式、教學(xué)團隊、課程教材、教學(xué)方式、教學(xué)管理等專業(yè)發(fā)展重要環(huán)節(jié)的綜合改革

49、。2.重點項目（含委托項目）是指對解決我校、我省乃至全國高等教育教學(xué)重點、難點、熱點問題、推進高等教育教學(xué)改革有重大作用，有較好的研究基礎(chǔ)，可望取得重大成果，并有較高推廣應(yīng)用價值的項目或由省教育廳根據(jù)工作需要授權(quán)委托研究的項目。3一般項目是指對解決當(dāng)前高等教育教學(xué)中重點問題、推進高等教育教學(xué)改革有較大作用，能取得較好研究成果，并有推廣應(yīng)用價值的項目。4指導(dǎo)項目是指立足學(xué)校內(nèi)部教育教學(xué)改革的實際需要而進行的有一定受益面的研究與改革項目。五
