3、empt to “clean up” downtown through such relocation, city council affected the dissolution of the informal work of the city’s peddlers and toreros and increased the precariousness of the politi- cal and social conditions
4、 these vendors face at work. We conducted a site visit and gathered data using discourse analysis, interviews, and desk research. We argue that city council’s public focus on urban revitalization served as a pretext that

11、 of persuasion studied, based on Maingueneau (1996), were: (a) the main aspects of lexical selection; (b) the main themes, figures, and characters included; (c) the main semantic chains; and (d) the main ideological view
12、s defended in the spoken discourse quoted in these articles. More than a mere tool of data analysis, critical discourse analysis offers the ability to examine language as the main symbolic resource of social develop- men
13、t. Desk research methodology was also used to complement the previously described techniques. The use of such techniques for data collection facilitated a more nuanced understanding of the subject being studied. We analy
14、zed the relocation of the peddlers from the perspective of Estado de Minas, a newspaper that can be seen as a representative of the Legislative Power of the Minas Gerais state and as providing a biased representation of
15、the peddlers and their relocation to Shopping Oiapoque.What is the Media’s View of “Human Herding”?Human herding is used here as an ironic term to show that Belo Horizonte city council treats peddlers and toreros as catt
16、le, not humans, and the Shopping Oiapoque as a “barn,” not a workplace/indoor market. The discourse of Estado de Minas validates the public’s power to create and manage the indoor markets of Shopping Popular. This is mad
17、e evident by three semantic chains in the newspaper’s articles emphasizing: (a) the importance of the Código de Posturas and of the Centro Vivo program, (b) the business success of the indoor markets, and (c) the de
18、piction of peddlers as outlaws and troublemakers. Each semantic chain has many elements that help build meaning through themes, figures, and dominant discourses. The first semantic chain exalts the value of the Códi
19、go de Posturas adopted by city council, which determined the removal of the peddlers from the city’s downtown area. The newspaper presents the peddlers as posing a significantCLEANING UP THE CITY CARRIERI & MURTACan
