2、sity of Political Science and Law Abstract With the further development of reformation of political system, the staff recruitment of police system as well as its management adjustments has been gradually intensified. In

3、recent years, the implement of performance management upon police organizations has grown as the key point in theory circle so as to make the management creative and scientific. For a sector, The performance reflects the

4、 achievement of every single staff and also the whole. As for the public security organs , which serves as a government sector, the evaluation of its performance involves not only just itself but also people’s vital inte

5、rests, therefore , people should play a role to supervise the evaluation.in the recent efforts to promote performance management, the security organs have paid more and more attention on people’s participation and superv

6、ision and have explored many new methods such as interview door by door , public evaluation and programs like My Favourite Policeman. Those activities which will allow people to value the policeman and their work and als

7、o consider people’s content and security as the critical standards, not only embodies the idea of people—oriented of security organs but also offer experiences to promote public participate. However, this doesn’t mean pu

8、blic evaluation has become a part of policeman performance estimation.so this paper intends to build a long-term system about performance conducted by public evaluation by referring relevant home and abroad research, whi

9、ch will stabilize the idea public evaluation and its advanced experience. Then, this paper used the positivism research method, analyzed the public evaluation of police practice at home and abroad, in foreign countries

10、in Britain, for example, through in-depth analysis of the British police performance evaluation framework of sophistication.Come to the deficiencies of the public assessment of police performance mechanism in o

11、ur country .Aiming at these deficiencies, the last part of the article puts forward our efforts to build the public evaluation of the police performance mechanism required to make: to create a favorable social environmen

12、t for this mechanism,which includes political culture and civic culture environment; improve the system security,which includes Information disclosure system and accelerating the legislative process;improve the procedure
