3、chen the rules of the scientific and technological field , butalso the practice significance of providing countermeasure reference and ensurence ofbenign circulation. This research is a superficial but beneficial explora

4、tion on thisproblem.Researching on the aberrance of scientific and technological premium can adoptdifferent methods according to different views. From the angle of abnormalsociology ,using collectivism methods, based on

5、the point of the social system, thisresearch provides ,analyses and solves problems in turn, for the purpose of questing theessence,representation ,direct existing root and effective control policy.Based on grasping the

6、essence, actuality and major harm of the aberrance ofscientific and technological premium and from the system point, this thesis explores thesystem of scientific and technological premium, which is the main cause of infl

7、uencingthe aberrance of scientific and technological premium. This thesis gives the definitionand components of scientific and technological premium, analyses main shortcomingsof scientific and technological premium at p

8、resent, and discusses the relations betweenits shortcomings and the aberrance of scientific and technological premium. Finally thethesis provides the effective policy of controlling the aberrance of scientific andtechnol
