2、ural residents means all nation’ s primary health care problem is basically solved. However, building medical and health service system in rural area is the key but weakest link in the whole

3、medical system. Rural public sanitary and basic medical services have the characteristics of absolute and almost public goods, which endows inescapable duty to public finance. This text starts fr

4、om the fundamental theory of rural medical and health service system which public finance has interposed in. It mainly consists public finance theory and public goods theory, based on which an

5、alyzes the history, status quo and existing problems of current medical and health service system in rural area. Such problems include the f ollowing seven aspects: the overall payouts for count

6、ryside medical and sanitary service are insufficient; too high medical care expenses make people who have an average living standard back to poverty; distribution of medical and sanitary service

7、 resources are severely maladjusted; sanitary service staffs in rural area are in lack of professional knowledge, thus in lack of talents; new rural cooperative medical system is hard to bring

8、 into effect every step and etc. This text also analyzes medical service systems of several developed and developing countries. On comparison and borrowed from others, it pointes out the overal

9、l guideline of improving our countryside medical and sanitary service on the framework of public finance, That is clearly the responsibility of the government to increase the government's ru

10、ral health service system in financial support; improve the public finance system, regulate inter- governmental investment in the health system and power- sharing mechanism; On the medical and hea

11、lth service we should support the idea of converting from the main to the supply side, to be made available to the demand side, to change the current medical and health service and ineffici

12、ent low- income groups can not benefit from the situation; special attention to rural health service. The last part tables proposals in specification to improve such system which consist of si

13、x parts: firstly, increase the input of all level’ s governments to establish and optimize countryside tree levels’medical and health service system; secondly, actively cultivate and attract medical profess

14、ionals, so we must take useful measures to attract more talents; thirdly, lower the cost of hospitalization for rural residents; fourthly, establish and better new type of countryside cooperati
