4、affect public administration value orientation and systematicallyreviews the value theory of fairness and efficiency in the history of public administration.Itexplores the value loses in the field of public administratio

5、n from the perspective way to putforward the value goal of our country’ s public administration.With the combination of thecurrent situation of our country’ s public administration reform,it further explores the measures

6、 ofrealization of fairness and efficiency in our country’ s public administration,thus better promotingthe development of modernization.The full text altogether includes five parts besides the introduction and the conclu

7、sion:The first part:generally speaking,in the public administration field,fairness refers to fairlyperforming authority,maintaining society fairness,realization of social justice and fairness in theprocess of managing co

8、untry and social public affairs. However,efficiency refers to how to uselimited resources.With the least resources cost create the biggest benefit through optimizeddisposing resources,namely realize public interest to th

9、e maximization.Generally speaking,in themodern public administration,the relationship of fairness and efficiency should be one kind ofdialectical unification relationships.It shows that:on the one hand,efficiency acts on

10、fairness,fairness also affects efficiency,on the other hand,fairness and efficiency also are therelationship of opposite and conflict on certain degree.The realization of efficiency harmsfairness under certain condition,

11、but the excessive emphasis on fairness can hinder the realizationof efficiency.The second part:as two most basic values,fairness and efficiency are the two most basicvalues orientations of public administration.In public

12、 administration practice progress,it can havedifferent choices according to different time,different countries and different areas.Because,thefactors affect the public administration realistic value orientation covers ma

13、ny areas,includingeconomy,politics,social culture and so on.This part has mainly analyzed economic factor,systemfactor and the society cultural factor that mainly affects public administration value orientation.The third
