2、ceptsincompensationmanagementthathavedevelopedoverthelastquartercentury.Thereasonstheyhavefailedtocatchonaswellasexpertsexpectedprovideinsightintohowprofessionalsdealwithnewideasintheprofession.Overthepast25yearsseveralm

3、ajnewconceptsincompensationmanagementhavereflectedoverlyambitiousgoals.Expertshavedisagreedabouttheirbasicpremisesthebusinesswldhashadtroubleacceptingthem.Examiningthehistyofthreesuchconcepts—skillbasedpaybroadbingtotalr

4、ewards—iswthwhilefitrevealsthechallengestheypresenthelpsdefineapatternfhowprofessionalsdealwiththeseothernewideasintheprofession.SkillBasedPayTheskillbasedapproachfdeterminingbasepayisbasedonanemployee’sskillsratherthanh

5、ishercurrentjob.Leadingthinkersincompensationmanagementhavesupptedthisapproachsincethe1980s.AccdingtocompensationexpertsPatriciaZingheimJaySchusteritisthe“nextgreatthinginpaybenefits.”InaninterviewEdwardLawlercalledit“th

6、ecompensationsystemofthefuture.”Thisapproachshiftsthefocalpointfromthejobtothepersonwiththegoalsofprovidingemployeeswithgreaterincentivestoimproveskillscompetenciesgivingmanagementameversatilewkfce.Generallyemployeesarep

7、aidtoacquirehigherskillsintheirownfieldlateralonesinrelatedfields.Fromasystemsstpointjobdeionsjobevaluationplansjobbasedsalarysurveysarereplacedbyskillprofilesskillevaluationplansskillbasedsalarysurveys.Thedisappearanceo

8、fthetraditionaljobprovidestheprimaryrationalefthischange.Todayemployeesaresaidtohavevariableunstablewkassignmentswithrolesthatcannotbeassignedavalidpayrateintraditionaljobevaluationplans.ContentiousTes2theconcept.Thisgiv

10、askillbasedplanpractitionersneedmanagementinfmationsystemsfidentifyingvaluingcertifyingtrackingemployeeskills.Neitherthesesystemsnmarketsurveysthatvalueskillshavebeendevelopedtomanageplansefficientlyflargegroupsofemploye

11、es.Oneresultisthatpractitionersareabletoapplytheconceptonlyfsmallgroupsofemployeesmostlyhourlynonexemptsalariedemployeeswhosejobsareuncomplicatedratherthanprofessionalmanagerialemployees.Anotherresultisthatcompensationpr

12、ofessionalsmayattempttoimplementSBPwithoutthetoolstodothejobcrectly.ConceptScaledBackTheskillbasedconceptislessfarreachingthaniginallyproposed.Inthe1980sitwasseenasareplacementfjobevaluationplansaffectingbasepayfmostempl

13、oyees.Todayadvocatesadmitthatnosinglepaysystemprovidesthebestanswerfallemployeesthataonetimebonuspaymentfskillacquisitionisavalidapplicationoftheconcept.Oneexpertbelievesthatitisparticularlywellsuitedfapplicationswithblu

14、ecollaremployeesincapitalintensivemanufacturingindustrieswhichtendtohavehighlycustomizedpetencyBasedPayInthe1990scompetencybasedpaywasintroducedasatypeofSBPplanfprofessionalmanagerialemployees.Itcallsfbasepaytobedetermin

15、edbasedoncompetenciesinsteadofdutiesresponsibilities.Shtlyaftertheconceptwasintroducedcontroversyaroseastowhatconstitutesalegitimatecompetency.Todaytherearemanyalternativestochoosefrom—ceganizationalbehavialtechnicalcomp

16、etencies.Onecompensationexperthasaskedfagoverningbodysimilartothoseintheaccountingprofessiontohelpstoutwhathetermcompetencyactuallymeansinthewldofemployeecompensation.Asprofessionalshavestruggledwiththeterm’smeaningpayfc

17、ompetencieshasexperiencedgreateruseinperfmancemanagement(41%ofsurveyedfirms)thaninbasepaydetermination(14%offirms)adevelopmentSBPadvocatesdidnotpredict.Changesintheeconomythenatureofwk—suchastheriseofthecontingentwkfceth

18、edisappearanceoftraditionaljobswhichwerepredictedtoresultinaneedfSBP—havenotmaterialized.Thatthelackofadministrativesupptsystemsprobablyhavecontributedtotheconcept’sslowgrowth.TodaySBPisassociatedwithbluecollarwkersinman
