簡介:國內(nèi)圖書分類號F83039國際圖書分類號33676管理學博士學位論文(同等學力人員)航天發(fā)射服務(wù)競爭力評估及市場結(jié)構(gòu)研究博士研究生米加寧導師馮英浚教授申請學位管理學博士學科、專業(yè)技術(shù)經(jīng)濟及管理所在單位管理學院答辯日期2006年3月授予學位單位哈爾濱工業(yè)大學摘要摘要當今世界,航天產(chǎn)業(yè)在一國的政治、經(jīng)濟、社會生活中扮演的角色越來越重要,航天技術(shù)作為高技術(shù)的重要領(lǐng)域,對一國的技術(shù)體系的發(fā)展其影響力也越來越大。在當今國際競爭愈演愈烈的全球化時代,航天產(chǎn)業(yè)的發(fā)展既是代表一國高技術(shù)的發(fā)展水平,又是一國綜合國力的象征。因此,關(guān)于航天產(chǎn)業(yè)的競爭力的研究就顯得尤為重要。就全球范圍內(nèi)的航天產(chǎn)業(yè)的發(fā)展來看,冷戰(zhàn)的結(jié)束,使世界各國,尤其是美國和俄羅斯這兩個昔日的超級大國在自身的航天產(chǎn)業(yè)的發(fā)展模式上發(fā)生了根本性的變革。從上世紀九十年代開始,航天產(chǎn)業(yè)正在從冷戰(zhàn)時代的純公共經(jīng)濟的不經(jīng)濟形態(tài)向商業(yè)化的市場經(jīng)濟特征的經(jīng)濟形態(tài)過渡,以歐洲為代表的商業(yè)化的航天產(chǎn)業(yè)的發(fā)展模式,表達了后冷戰(zhàn)時期航天產(chǎn)業(yè)在結(jié)構(gòu)上進行制度創(chuàng)新和制度變革的強烈愿望,而全球商業(yè)發(fā)射市場和衛(wèi)星市場的日益成熟,正在帶動航天產(chǎn)業(yè)所有領(lǐng)域的商業(yè)化。同時,我們也必須注意到,由于冷戰(zhàn)時期所奠定的各國間的航天產(chǎn)業(yè)發(fā)展的不均衡性,商業(yè)航天市場正在演化成美國與歐洲不公開合謀的雙寡頭的壟斷局面。顯而易見,這種在高技術(shù)發(fā)展上的全球性的市場壟斷,將對全球整體的高技術(shù)的發(fā)展以及全球化的進程帶來福利上的損害,特別是對全球化時代自由競爭的市場規(guī)則的形成了重大挑戰(zhàn)。從航天產(chǎn)業(yè)的市場結(jié)構(gòu)特點、工業(yè)生產(chǎn)特點以及技術(shù)發(fā)展的特點上著眼,我們認為航天產(chǎn)業(yè)的競爭力應(yīng)表述為一國的航天產(chǎn)業(yè)在國際航天市場中占有一定的市場份額,在航天技術(shù)的某些領(lǐng)域處于領(lǐng)先地位,在航天技術(shù)的開發(fā)上具有一定比例的穩(wěn)定的研究投入;并且其航天產(chǎn)業(yè)與一國的其他產(chǎn)業(yè)具有有效的應(yīng)用聯(lián)系,從而具有帶動一國高技術(shù)產(chǎn)業(yè)發(fā)展的能力,對一個國家的國家競爭力具有主導性的貢獻,即具有一定的外溢效應(yīng)。這種航天產(chǎn)業(yè)的競爭力的表達,在某些方面是可以測量的,對此本文給出了兩種測量模型,即基于二次相對效益模型的對航天產(chǎn)業(yè)整體競爭能力的評估,我們稱其為相對競爭力評價方法;另外一種就是基于改進的DEA算法的對航天產(chǎn)品的競爭能力的評價,我們稱其為絕對競爭力評價方法。后一種方法的使用是建立在我們所提出的產(chǎn)品,特別是高技術(shù)產(chǎn)品所具有的質(zhì)量成本價格內(nèi)在均衡的假設(shè)上,這一假設(shè)的提出建立了對航天運載器在競爭能力上比較的通道,不失為本項研究的創(chuàng)新之處。I

簡介:隨著我國社會主義市場經(jīng)濟的建立和航天事業(yè)的發(fā)展,航天型號配套物資的管理工作無論是在保證航天型號研制生產(chǎn)任務(wù)的完成方面還是提高航天企業(yè)集團的經(jīng)濟效益方面都是十分重要的。面對國家經(jīng)濟建設(shè)、國防建設(shè)對我國航天科技工業(yè)的需求和航天企業(yè)集團自身生存發(fā)展的需要以及迅速變化著的型號物資配套環(huán)境,如何發(fā)揮集團公司的整體優(yōu)勢,利用現(xiàn)代技術(shù)的成果,對型號物資管理系統(tǒng)進行總體設(shè)計,建立符合現(xiàn)代企業(yè)制度和集團公司管理模式、與國際一流宇航公司相適應(yīng)的型號物資管理體系,實現(xiàn)在確保航天型號配套物資的進度和質(zhì)量的前提下降低型號物資成本,確保航天型號產(chǎn)品研制和生產(chǎn)的順利進行是一個十分重要的研究問題。本文采用供應(yīng)鏈管理和現(xiàn)代物流的管理思想,在系統(tǒng)地分析了航天科技集團公司型號產(chǎn)品及其物資供應(yīng)的特點、集團物資管理現(xiàn)狀問題的基礎(chǔ)上,依據(jù)集團公司的發(fā)展方針和建設(shè)方略,按照在企業(yè)集團內(nèi)部多法人主體間“協(xié)同一體化”的思路,提出集團公司“管理一體化、職能中心化、業(yè)務(wù)集約化、隊伍專業(yè)化、信息網(wǎng)絡(luò)化”的航天型號配套物資一體化管理平臺的構(gòu)建思想,對集團公司航天型號配套物資一體化管理平臺的組織體系、制度體系進行了設(shè)計,重點對支撐一體化管理平臺思想的信息管理系統(tǒng)進行了設(shè)計和規(guī)劃,給出了具體的實施方案。
