簡介:航天單位后勤改革與發(fā)展研究航天單位后勤改革與發(fā)展研究THEAEROSPACEUNITSLOGISTICREFMDEVELOPMENTRESEARCH學(xué)科專業(yè)工商管理研究生蔣向東指導(dǎo)教師劉金蘭教授天津大學(xué)管理與經(jīng)濟學(xué)部二零一二年十月摘要摘要“后勤”,是軍隊、軍工單位、科研單位、高校等后方勤務(wù)的簡稱。它是軍隊用于軍隊保障單位的軍事概念和軍事術(shù)語。它在現(xiàn)代漢語詞典的表述“是指后方對前方的一切供應(yīng)工作。也指機關(guān)、團體中的行政事務(wù)性工作”。傳統(tǒng)航天單位后勤是原有的經(jīng)濟體制時期的特殊條件下所誕生的,它的存在應(yīng)該有這么幾個前提行政管理下的條塊分割和計劃經(jīng)濟所產(chǎn)生的行政一把手說了算的模式;生產(chǎn)力水平不足和大鍋飯的供給制;干好干壞都由國家與單位買單的分配制度;工資制度依然體現(xiàn)著所謂的“社會主義優(yōu)越性”的高福利和追求相對公平的低水平。隨著我國市場經(jīng)濟體制的不斷完善,后勤在社會中生產(chǎn)生活方式發(fā)生了翻天覆地的變化,改革成為后勤發(fā)展必由之路。本文闡述了為使航天后勤改革能夠徹底改變發(fā)展不均等、發(fā)展不到位、發(fā)展沒方向的問題,就要將以往工作中的后勤發(fā)展過程中出現(xiàn)的問題進行分析,并上升到理論的高度上。如何認識改革、把握改革要有一定的戰(zhàn)略眼光,保證后勤改革能夠取得實效,具有前瞻性的政策導(dǎo)向和改革措施才能確保戰(zhàn)略的實現(xiàn)。所以作為快速發(fā)展的航天后勤單位,更需要在改革中建立自身的戰(zhàn)略研究,同時需要自己的理論,戰(zhàn)略不完善,理論的缺失,后勤改革的實踐將是一片黑暗。航天后勤的改革與發(fā)展之路通過對新時代的現(xiàn)代企業(yè)管理手段與航天未來發(fā)展形式相結(jié)合提出航天后勤新的管理模式與發(fā)展方向。未來的航天后勤,將成為國際型企業(yè)集團,努力實現(xiàn)“太空經(jīng)濟”設(shè)想,為中國航天事業(yè)再創(chuàng)輝煌。航天人翹首企盼太空經(jīng)濟時代如期而至,新的歷史起點上將落下航天人的足跡,航天科技工業(yè)新體系將以創(chuàng)新型、開放型、融合型為我們的構(gòu)建目標,又快又好的發(fā)展航天第三產(chǎn)業(yè),盡早實現(xiàn)航天科技工業(yè)的新輝煌,以航天工業(yè)作為富國強軍、太空經(jīng)濟發(fā)展、科技發(fā)展的有力推手,引領(lǐng)中國航天的不斷發(fā)展和進步,實現(xiàn)從航天大國向航天強國邁進偉大夙愿,這就是我們中國航天人義不容辭的戰(zhàn)略使命。關(guān)鍵詞關(guān)鍵詞航天后勤系統(tǒng)重組太空時代

簡介:西南財經(jīng)大學(xué)碩士學(xué)位論文三線軍工企業(yè)股份制改造的探討貴州航天電器股份公司改制方案設(shè)計及評析姓名楊武申請學(xué)位級別碩士專業(yè)工商管理(MBA)指導(dǎo)教師穆良平20011101第一部分介紹了改制企業(yè)的特殊情況和背景,并著重討論了企業(yè)經(jīng)濟效益低下的幾個原因,強調(diào)這一類特殊企業(yè)可以通過股份制改造轉(zhuǎn)換經(jīng)營機制建立現(xiàn)代企業(yè)制度,通過優(yōu)化資源配置、進入資本市場、參與全面競爭,讓企業(yè)獲取更大的發(fā)展空間。第二部分完整地介紹了對貴州航天電器股份有限公司股份制改造整個方案的設(shè)計。第三部分側(cè)重對設(shè)計的方案進行其特殊性的剖析。其中主要討論了幾個特殊點首先是對其改造模式進行分析,指出對模式的選擇應(yīng)該結(jié)合企業(yè)的實際情況來綜合考慮。然后對改制中非經(jīng)營性資產(chǎn)的剝離、無形資產(chǎn)的特殊處理,以及對三線支邊職工的特殊處理進行分析,提出自己的見解。最后,對軍工企業(yè)的激勵機制進行探討。本文的主要貢獻在于1、從選題來看,它不是一個虛擬的課題。而是在我國國有企業(yè)改革中所面臨的一個艱難的課題,其研究具有十分重要的現(xiàn)實意義。2、本文側(cè)重于對企業(yè)改制中所面臨的特殊難題進行研究,并提出解決的參考辦法,同時針對其可能碰到的影響因素進行分析,具有一定的可操作性。由于作者水平有限,本文存在著許多不足甚至是錯誤之處,還望批評指正。關(guān)鍵詞軍工企業(yè)改制重組
