    • 簡介:化學(xué)工業(yè)園區(qū)是一種新型的工業(yè)組織形式,能有效實(shí)現(xiàn)園區(qū)經(jīng)濟(jì)效益、社會效益和環(huán)境效益的協(xié)調(diào)發(fā)展,因此成為世界范圍內(nèi)工業(yè)園區(qū)發(fā)展的主要方向。隨著我國化學(xué)工業(yè)園區(qū)建設(shè)熱潮的興起,化學(xué)工業(yè)園區(qū)的土地使用安全規(guī)劃成為化學(xué)工業(yè)園區(qū)研究的熱點(diǎn)課題之一。本文通過回顧國內(nèi)外土地使用安全規(guī)劃立法和技術(shù)發(fā)展的研究歷程,從重大工業(yè)事故預(yù)防與控制的角度出發(fā),以重大危險源分類及辨識研究為基礎(chǔ),分析已經(jīng)發(fā)生過的典型重大化工事故,確定事故中涉及的主要危險物質(zhì)與危險物質(zhì)類別,探討了全國危險化學(xué)品從業(yè)單位與周邊社區(qū)安全防護(hù)距離不符合法定規(guī)定等情況,研究化學(xué)工業(yè)園區(qū)土地使用安全規(guī)劃方法的理論基礎(chǔ),提出土地使用安全規(guī)劃的評價方法和編制程序。文中論述了基于“安全距離”安全規(guī)劃的方法和基于定量風(fēng)險評價安全規(guī)劃的方法,分析了關(guān)于“外部距離”、“防火間距”和“衛(wèi)生防護(hù)距離”確定的理論基礎(chǔ)、影響因素和它們之間內(nèi)在的聯(lián)系;以氯氣儲罐泄漏事故為例,進(jìn)行了儲罐周邊地區(qū)基于定量風(fēng)險評價安全規(guī)劃方法的計算過程,提出了化學(xué)工業(yè)園區(qū)土地使用安全規(guī)劃編制的程序。土地使用安全規(guī)劃是化學(xué)工業(yè)園區(qū)安全生產(chǎn)工作中一項(xiàng)長期性和基礎(chǔ)性的工作。土地使用安全規(guī)劃的實(shí)施就是按照化學(xué)工業(yè)園區(qū)現(xiàn)狀規(guī)劃、近期規(guī)劃和遠(yuǎn)期規(guī)劃所確定的安全目標(biāo)和措施組織落實(shí),在土地使用安全規(guī)劃的研究和編制過程中,要對規(guī)劃區(qū)域的安全進(jìn)行全面、系統(tǒng)、綜合的分析與評價,為制定化學(xué)工業(yè)園區(qū)的規(guī)劃、事故應(yīng)急預(yù)案以及重大危險源分級管理提供依據(jù)。

    • 簡介:本論文提出了基于化學(xué)生物絮凝和懸浮填料床技術(shù)的先進(jìn)緊湊型污水處理工藝并應(yīng)用該工藝對上海合流污水進(jìn)行了中試研究通過燒杯試驗(yàn)進(jìn)行混凝劑和助凝劑的選擇試驗(yàn)結(jié)果表明使用硫酸鋁ALSO、硫酸鐵FESO、聚合氯化鋁PAC和聚合氯化鋁鐵PAFC四種混凝劑對上海合流污水進(jìn)行混凝處理均可以有效去除污水中的TP、POP、SS和COD在中試過程中進(jìn)行了化學(xué)生物絮凝和懸浮填料床組合工藝運(yùn)行參數(shù)的優(yōu)化研究混凝劑PAC和PAFC均適用于化學(xué)生物絮凝工藝就混凝劑的效率來看PAFC要優(yōu)于PACTP的去除率受PAFC投加量的影響最大它們之間存在著直接的化學(xué)計量關(guān)系在懸浮填料床的中試試驗(yàn)中進(jìn)行了運(yùn)行參數(shù)的優(yōu)化研究工作研究結(jié)果表明氣水比對NHN去除率的影響很大隨著氣水比的下降NHN去除率也隨之下降只要懸浮填料床有足夠的溶解氧量使其保持好氧狀態(tài)TP的去除率基本不受氣水比變化的影響COD的去除率也是如此對于不同的污水排放標(biāo)準(zhǔn)化學(xué)生物絮凝和懸浮填料床組合工藝有不同的最佳工藝條件文中將人工智能的研究成果運(yùn)用于化學(xué)生物絮凝與懸浮填料床工藝的建模工作中基于BP類神經(jīng)網(wǎng)絡(luò)成功建立了化學(xué)生物絮凝工藝的模型根據(jù)輸出層神經(jīng)元數(shù)的不同分別建立了多輸入多輸出MIMO模型與多輸入單輸出MISO模型模型對出水NHN的預(yù)測值與實(shí)測值的相對誤差分別為12和49證實(shí)了該模型具有很強(qiáng)的預(yù)測能力首次通過系列設(shè)計的方法得到了化學(xué)生物絮凝與懸浮填料床組合工藝城市污水廠年運(yùn)營費(fèi)用模型文中通過技術(shù)研究與經(jīng)濟(jì)分析證明化學(xué)生物絮凝與懸浮填料床組合工藝的流程簡單處理效果穩(wěn)定可靠節(jié)省占地面積基建投資省運(yùn)行費(fèi)用低是解決發(fā)展中國家城市污水處理問題可行的新工藝
