4、戰(zhàn)略思維的創(chuàng)新模式,同時將以戰(zhàn)略信息系統(tǒng)為基礎建立新的企業(yè)競爭優(yōu)勢和核心競爭力及企業(yè)價值鏈,把戰(zhàn)略革命作為核心,是一個長期的信息技術一體化過程。</p><p> 關鍵詞: 企業(yè) 信息化 競爭戰(zhàn)略</p><p><b> 1.簡介</b></p><p> 信息企業(yè)在許多企業(yè)中并沒有被廣泛的認可,但是信息實際上在很大程度上是代表了成本結
5、構。更根本的講就是,信息就像膠水一樣將所有的企業(yè)結構和在一起。濟學對許多經(jīng)濟部門的價值鏈的建立受到了不斷變化的信息經(jīng)濟學的威脅,這使幾乎每家公司重新考慮其戰(zhàn)略 ,不再是表面上增加和減少而是從根本上開始考慮。這就是企業(yè)信息化的問題與對策。</p><p><b> 2.企業(yè)信息化</b></p><p> 企業(yè)信息化就是這樣一個系統(tǒng)化的過程:人們科學地使用現(xiàn)代信息技
6、術,充分利用信息資源,不斷提高生產(chǎn),經(jīng)營,管理和決策的效率和質(zhì)量,以提高企業(yè)的經(jīng)濟效益和競爭力。</p><p> 對于一個現(xiàn)代制造企業(yè),企業(yè)信息化就是實現(xiàn)生產(chǎn)過程自動化,管理網(wǎng)絡化,智能決策支持和電子商務等等。因此,企業(yè)信息化包含四個方面。他們主要是生產(chǎn)信息化管理級,信息化管理行政級,戰(zhàn)略決策信息化級,信息化商務協(xié)作級。</p><p> 商務協(xié)作水平的信息化是企業(yè)級合作,包括上游和
7、下游企業(yè)往來及政府和企業(yè)間的信息交流。很明顯這是屬于企業(yè)外部的信息化。另一方面,上述三個方面的企業(yè)信息化是以企業(yè)內(nèi)部信息化為基礎的,他們也是企業(yè)內(nèi)部信息化的表現(xiàn)。</p><p> 企業(yè)內(nèi)部信息化的第一個階段就是生產(chǎn)管理信息化。它包括在企業(yè)中應用現(xiàn)代信息技術對過程的設計,研究,和發(fā)展。它們被稱為計算機輔助設計(CAD),計算機輔助制造(CAM),計算機輔助工藝規(guī)劃(CAPP)。一些生產(chǎn)信息,如數(shù)控機床(NCM)
8、,柔性制造系統(tǒng)(FMS)。還有監(jiān)測操作系統(tǒng)如計算機輔助測試 (CAT),計算機輔助檢查(CAI),計算機輔助質(zhì)量控制(CAQC)</p><p> 企業(yè)信息化的第二個階段是信息化行政管理。它總是根據(jù)企業(yè)的管理流程和命名管理信息系統(tǒng)( MXS )來設計的。在過去的近幾年中,它已發(fā)展到一些共同的高度信息化管理的行政級別的企業(yè)集成管理軟件,如制造資源規(guī)劃( MRPII),企業(yè)資源規(guī)劃(ERP) ,辦公自動化系統(tǒng)(OA
9、S),工作流管理系統(tǒng)( WFS ),等等。</p><p> 第三,就是是戰(zhàn)略決策信息化l。I它包括決策支持系統(tǒng)(DSS ),競爭情報系統(tǒng)(CIS),戰(zhàn)略信息系統(tǒng)(SIS),經(jīng)理或主管信息系統(tǒng)(MIS ),專家系統(tǒng)(ES)等。這些系統(tǒng)在此領域中都是熱門話題。</p><p> 協(xié)同商務信息化,主要包括接口電子數(shù)據(jù)交換(EDI) ,電子商務(EC)及供應鏈管理(SCM )等。</p
10、><p> 20世紀90年代后期,網(wǎng)絡應用的快速發(fā)展使得企業(yè)信息化結構變得相對模糊?!ross功能系統(tǒng)開始覆蓋。信息管理從無到有開始被共享。毋庸置疑,網(wǎng)絡已成為一種發(fā)展趨勢。</p><p> 網(wǎng)絡化管理巨大的提高了企業(yè)的生產(chǎn)力和工作效率。同時,信息技術的廣泛和深入的應用,導致企業(yè)管理思想轉向了對菲亞特方向。相反的,這種管理思想的變化,促進了企業(yè)信息化戰(zhàn)略向多方向轉變。</p>
11、;<p> 3.企業(yè)信息化與企業(yè)競爭戰(zhàn)略之間的關系</p><p> 3.1企業(yè)信息化戰(zhàn)略是重要的企業(yè)職能戰(zhàn)略</p><p> 自1980年以來,信息技術成為發(fā)達國家的企業(yè)核心技術的一部分,廣泛應用于被學者研究的戰(zhàn)略管理水平的信息資源管理和戰(zhàn)略信息。20世紀80年代,職能戰(zhàn)略,如財務戰(zhàn)略,人力資源戰(zhàn)略和營銷策略,同樣成為企業(yè)業(yè)務領域信息戰(zhàn)略中的重要的戰(zhàn)略。</p
12、><p> 信息戰(zhàn)略不僅是企業(yè)信息化功能必須達到的目標,方法,目標和戰(zhàn)略也占有極大作用。信息戰(zhàn)略包括信息技術戰(zhàn)略,信息資源開發(fā)戰(zhàn)略,電子商務戰(zhàn)略。及信息組織策略等。為了以滿足企業(yè)的需求和實現(xiàn)企業(yè)的戰(zhàn)略業(yè)務目標,企業(yè)信息系統(tǒng)的發(fā)展方向,信息技術的淘汰必須由高層領導的企業(yè)決定,,并且要根據(jù)信息系統(tǒng)的用戶代表的要求改變。這將是很長一段時間內(nèi)企業(yè)信息系統(tǒng)建設的基礎。</p><p> 3.2 企業(yè)
13、信息化戰(zhàn)略將貫穿整個企業(yè)競爭管理過程之中</p><p> 面對全球競爭,消費者的低忠誠度,企業(yè)信息化的壓力,中國企業(yè)必須采取的措施,利用信息技術帶動工業(yè)化,以避免再次走上發(fā)達國家企業(yè)的老路。兩條腿走路是為了平衡。無論怎樣,應用信息技術戰(zhàn)略風險很高,且其影響不確定。它需要廣泛的戰(zhàn)略信息投資管理,并通過實施各項改革,以實現(xiàn)信息技術的潛在戰(zhàn)略價值。</p><p> 在信息經(jīng)濟時代,企業(yè)信
14、息化戰(zhàn)略在具有潛在創(chuàng)造競爭優(yōu)勢的市場上提供了一個新的競爭戰(zhàn)略。新的競爭戰(zhàn)略一旦實施,它將幫助企業(yè)在全球化和信息化的時代獲得競爭力發(fā)揮重要的力量。競爭戰(zhàn)略的制定和實施,信息技術戰(zhàn)略的緊密結合,都可以使企業(yè)增加競爭優(yōu)勢并取得輝煌的成就。</p><p> 4. 企業(yè)信息化在企業(yè)競爭戰(zhàn)略中的影響</p><p> 信息資源是企業(yè)競爭優(yōu)勢的核心優(yōu)勢。重新分配,發(fā)展和信息資源利用率都可增加企業(yè)業(yè)
15、績。另一方面,信息優(yōu)勢是企業(yè)內(nèi)部存在的競爭優(yōu)勢。企業(yè)信息化要求企業(yè)要充分利用的戰(zhàn)略信息技術和新的思維模式的新戰(zhàn)略,以便制定出一個新的戰(zhàn)略,并確定它支持企業(yè)的信息技術的發(fā)展目標,模式,階段。通過建立企業(yè)的信息系統(tǒng)的戰(zhàn)略 ,我們可以重塑企業(yè)的競爭優(yōu)勢和核心競爭力。</p><p> 企業(yè)信息化在企業(yè)競爭戰(zhàn)略中的影響主要表現(xiàn)在一下六個方面:</p><p> 4.1 企業(yè)信息化競爭策略將會提
16、升為企業(yè)戰(zhàn)略思維的新模式</p><p> 企業(yè)信息化在企業(yè)的轉變中起著領導作用。戰(zhàn)略影響到企業(yè)CAB麥肯錫7S框架(結構,戰(zhàn)略,系統(tǒng),技巧,風格,員工共同的價值觀)等等。這是一個重要的外部觸發(fā)的戰(zhàn)略性轉變。漸漸地,它變成了所有通過商業(yè)投資和管理的信息化管理的戰(zhàn)略變化的內(nèi)部因素。</p><p> 在互聯(lián)網(wǎng)經(jīng)濟時代,企業(yè)需要尋求技術進步帶來的新機遇,利用信息技術來實現(xiàn)他們的競爭目標。至
17、于企業(yè)信息化應用的,企業(yè)應使用歸納法而不是演繹法。經(jīng)理疑問從“我們?nèi)绾问褂眉夹g,這和我們以前做的不一樣我們現(xiàn)在應該怎么做? 轉變成“我們?nèi)绾问褂眠@些新技術,以提高和改善我們現(xiàn)有的工作嗎?” 由此我們可以知道,它是唯一的競爭策略,它是可以帶來創(chuàng)新成果的創(chuàng)新思維。</p><p> 4.2 企業(yè)信息化競爭策略旨在建立新的企業(yè)競爭優(yōu)勢和核心競爭力</p><p> 一個企業(yè)的競爭優(yōu)勢決定了一
18、個企業(yè)的發(fā)展空間。關于如何使得一個公司取得和保持競爭優(yōu)勢有兩種學術觀點或者思想:一個是在工業(yè)組織觀(IOV)。這個觀點關注的是公司外部即公司是如何對付其競爭對手。另外一個是資源觀(RBV)。支持這一看法的人認為最重要的根據(jù)公司資源來獲得競爭優(yōu)勢。無論是IOV還是RBV都告訴我們一個簡單的道理,由于環(huán)境的快速變化,一個公司的競爭優(yōu)勢也是短暫的。</p><p> 應用企業(yè)信息化企業(yè)在競爭策略上需要注意等兩個方面:
19、第一,企業(yè)在市場競爭中的優(yōu)勢表現(xiàn),第二是核心競爭力的培訓。企業(yè)信息化是為了幫助企業(yè)實現(xiàn)在某些領域中獲得成就,這一點是很清楚的。</p><p> 4.3 企業(yè)信息化競爭策略是與企業(yè)價值鏈的相結合的</p><p> 競爭優(yōu)勢是以產(chǎn)業(yè)價值來衡量餓。企業(yè)信息化的競爭戰(zhàn)略是通過改善信息服務的價值與質(zhì)量表現(xiàn)出來的。企業(yè)的業(yè)務流程的質(zhì)量和價值,是企業(yè)戰(zhàn)略的基石,且可以幫助提高企業(yè)的競爭力。要取得
20、成功,必須將核心業(yè)務流程的轉化成其他企業(yè)難以模仿的戰(zhàn)略。也就是說,卡爾能力可以被理解為戰(zhàn)略意義上上的商業(yè)過程。因此,企業(yè)信息化可以提高企業(yè)的核心業(yè)務流程中的速度,具有一致性,靈敏度,靈活性和創(chuàng)造性。這將幫助企業(yè)提高自己的核心競爭力。</p><p> 4.4 企業(yè)信息化的競爭戰(zhàn)略是基于戰(zhàn)略信息系統(tǒng)(SIS)</p><p> 戰(zhàn)略信息系統(tǒng)來源于企業(yè)的戰(zhàn)略目標,用來設計應用信息技術。這是
21、說,所有這些設計都是服務于戰(zhàn)略的目的,去影響企業(yè)戰(zhàn)略和業(yè)務計劃,以帶來競爭中信息技術應用優(yōu)勢,為企業(yè)帶來競爭優(yōu)勢。企業(yè)一旦確認了新策略,信息化可以使企業(yè)建立戰(zhàn)略信息系統(tǒng),并通過戰(zhàn)略信息系統(tǒng),獲得新的戰(zhàn)略優(yōu)勢。</p><p> 4.5 企業(yè)信息化競爭策略是戰(zhàn)略革命的本質(zhì)</p><p> 戰(zhàn)略革命是一個系統(tǒng)性的過程,在此過程中企業(yè)的戰(zhàn)略變化,將獲得可持續(xù)的競爭優(yōu)勢。根據(jù)已經(jīng)發(fā)生或?qū)⒁l(fā)
22、生的內(nèi)或外部環(huán)境,改變需要預測或更改。企業(yè)戰(zhàn)略需要根據(jù)動態(tài)協(xié)調(diào)原則和及環(huán)境戰(zhàn)略組織來改變。因此,管理的改革是一個企業(yè)的基本要素和競爭策略。此外,企業(yè)信息化的競爭策略僅僅是一個戰(zhàn)略管理過程中在探索的新變化,本身就是一種創(chuàng)新。</p><p> 4.6 企業(yè)信息化競爭策略是一個長期的信息技術一體化的過程</p><p> 毫無疑問企業(yè)信息化競爭策略,可以作為一個戰(zhàn)略方向的研究和反饋。但是實
23、現(xiàn)“戰(zhàn)略和信息化之間的相互一致性”是不可能的。企業(yè)應主動利用信息化去創(chuàng)新,但有時,它始終是企業(yè)面臨的競爭時的應急反應。</p><p> 企業(yè)信息化的競爭策略影響是一個動態(tài)過程,這是與企業(yè)的競爭對手過后的幾個試驗后表明的結果。企業(yè)必須不斷地在信息化和競爭力的戰(zhàn)略中尋求競爭策略的創(chuàng)新機會。另一方面,它對企業(yè)的信息化戰(zhàn)略,并通實施戰(zhàn)略來實現(xiàn)競爭目標是非常必要的。</p><p> 此外,不
24、同的信息技術也包括了企業(yè)信息化管理的不同思想。而企業(yè)信息化包括的更加含有豐富。要想實現(xiàn)和創(chuàng)造競爭優(yōu)勢,就需要一個艱苦的信息集成過程。</p><p><b> 5. 結論 </b></p><p> 這是一個新的商業(yè)全球化。環(huán)境的改變,對管理者的今天和明天有什么影響呢?管理者成功的關鍵,如果可以壓縮成一句話的那就是,時刻準備改變。無論是制造業(yè)還是服務業(yè),都要

37、 modem information technology,take full use of the information resources,and constantly improve the efficiency and quality of production,operation,management and decision—making in order to improve the enterprise’s econo
