2、), to construct its evaluation criterion, and to study its strategies. Our country has raised and put into effect the strategies of “Rejuvenating China through Science and Education” and “Reinforcing China with Talents”.

3、 These have made science & technology, education and talents play a leading role in the course of our country’s economic and social development. It is an important task for higher education to probe scientific laws,

4、to innovate technology, and to cultivate talents. Constructing PPHE is an inevitable election for Jiangsu to carry out the strategies of “Prospering Province through Science and Education” and “Strengthening Province wit

5、h Talents”, to realize the Two “Keeping Ahead”. This research mainly includes exploring the denotations of PPHE, analyzing its characteristic, constructing its evaluation criterion, and providing its strategies in Jiangs

6、u. PPHE means that the higher education of the province ranks among the top in the whole country and matches that of intermediate developed countries and as a result it interacts soundly with the local economic and soci

7、al development. PPHE is characterized by large scale, optimal structure, good quality and sound effect. Its evaluation criterion includes scale, structure, quality and effect. This paper presents the following strategies

8、: building the top universities and disciplines, reinforcing the construction of the faculty team, optimizing the structure of higher education, leading higher education to rural areas, giving special policy and aid to c
