簡(jiǎn)介:分類號(hào)學(xué)校代碼量Q望2密級(jí)學(xué)號(hào)200803020006我國(guó)鐵路運(yùn)輸業(yè)規(guī)模經(jīng)濟(jì)性分析與發(fā)展策略研究STUDYONCHINESERAILWAYTRANSPORTATIONSCALEECONOMVANALYSISANCLL■●1LL●DEVELOPINGSTRATEGY研究生姓名指導(dǎo)教師姓名、職稱學(xué)科專業(yè)研究方向李楠?jiǎng)⒆犹m教授產(chǎn)業(yè)經(jīng)濟(jì)學(xué)產(chǎn)業(yè)經(jīng)濟(jì)學(xué)前沿湖南師范大學(xué)學(xué)位評(píng)定委員會(huì)辦公室二零一一年五月摘要鐵路業(yè)的連年虧損向來(lái)為人們所關(guān)注。作為國(guó)家授權(quán)管理鐵路事業(yè)的行政部門(mén),鐵道部既負(fù)責(zé)為我國(guó)的鐵路事業(yè)健康發(fā)展制定規(guī)則,同時(shí)又在自己制定的規(guī)則下經(jīng)營(yíng)運(yùn)輸業(yè)務(wù),這種既當(dāng)運(yùn)動(dòng)員又做裁判員的身份一直為人們所詬病。同時(shí)其自身組織規(guī)模龐大;機(jī)構(gòu)臃腫,導(dǎo)致鐵路經(jīng)營(yíng)的效率低下,難以滿足國(guó)家經(jīng)濟(jì)快速發(fā)展和人民生活水平不斷提高的需要。對(duì)其進(jìn)行改革的呼聲已經(jīng)愈演愈烈。一個(gè)行業(yè)的改革,涉及到行業(yè)組織結(jié)構(gòu)的選擇問(wèn)題。是否存在規(guī)模經(jīng)濟(jì)是一個(gè)行業(yè)選擇壟斷經(jīng)營(yíng)還是選擇競(jìng)爭(zhēng)經(jīng)營(yíng)的重要因素,因此,能夠準(zhǔn)確判斷出一個(gè)行業(yè)是否存在規(guī)模經(jīng)濟(jì),對(duì)于該行業(yè)的改革具有重要的指導(dǎo)作用。對(duì)于鐵路運(yùn)輸業(yè)的規(guī)模經(jīng)濟(jì)測(cè)算,西方學(xué)者做了大量的研究,提出了很多成熟的分析方法。最常用的方法是通過(guò)柯布一道格拉斯成本函數(shù),通過(guò)回歸將資本的彈性系數(shù)與勞動(dòng)力的彈性系數(shù)相加,值大于L則證明行業(yè)或企業(yè)存在規(guī)模經(jīng)濟(jì)。然而在ARROW提出了著名的CD成本函數(shù)存在投入要素替代彈性受限制的問(wèn)題后,西方學(xué)者開(kāi)始尋求一種解脫限制的形式更加靈活的函數(shù),超對(duì)數(shù)成本函數(shù)則憑借其形式上可以模擬任何一種成本函數(shù)的優(yōu)越性,成為西方研究鐵路運(yùn)輸問(wèn)題中使用最多的一種成本函數(shù)形式。我國(guó)學(xué)者對(duì)鐵路運(yùn)輸業(yè)規(guī)模經(jīng)濟(jì)的實(shí)證研究比較少,方法也比較簡(jiǎn)單,大多仍是以爭(zhēng)D成本函數(shù)進(jìn)行計(jì)算,結(jié)果也是根據(jù)個(gè)人的研究目的不同而有所區(qū)別。本文試圖通過(guò)對(duì)國(guó)外大量文獻(xiàn)的總結(jié)歸納,結(jié)合我國(guó)鐵路運(yùn)輸業(yè)特有的性質(zhì),構(gòu)建出我國(guó)鐵路運(yùn)輸業(yè)超對(duì)數(shù)成本函數(shù),根據(jù)該函數(shù)測(cè)算出該行業(yè)的規(guī)模經(jīng)濟(jì)系數(shù),最后根據(jù)測(cè)算結(jié)果提出鐵路運(yùn)輸業(yè)的改革建議。具體內(nèi)容簡(jiǎn)單介紹如下第一部分主要介紹了國(guó)內(nèi)外學(xué)者對(duì)鐵路運(yùn)輸業(yè)規(guī)模經(jīng)濟(jì)性研究的相關(guān)理論,簡(jiǎn)單介紹了他們的研究方法,并對(duì)不同學(xué)者在超對(duì)數(shù)成本函數(shù)的使用方法進(jìn)行了簡(jiǎn)單對(duì)比。第二部分對(duì)我國(guó)鐵路運(yùn)輸業(yè)發(fā)展現(xiàn)狀進(jìn)行簡(jiǎn)單介紹,分析了鐵路行業(yè)現(xiàn)有的組織機(jī)構(gòu)及相關(guān)職能,最后簡(jiǎn)單測(cè)算了鐵路運(yùn)輸業(yè)的行業(yè)集中度。得出我國(guó)鐵路運(yùn)輸業(yè)行業(yè)集中度較高的結(jié)論。第三部分是本文的重點(diǎn),通過(guò)構(gòu)建超對(duì)數(shù)成本函數(shù),測(cè)算了我國(guó)鐵路運(yùn)輸業(yè)的規(guī)模經(jīng)濟(jì)系數(shù)。這一部分先是簡(jiǎn)單的介紹了超對(duì)數(shù)成本函數(shù)的推導(dǎo)過(guò)程,然后根據(jù)國(guó)外學(xué)者的研究成果以及我國(guó)鐵路業(yè)的特征,對(duì)變量和相關(guān)數(shù)據(jù)進(jìn)行了選取,通過(guò)回歸得出函數(shù)參數(shù),最后計(jì)算出鐵路業(yè)規(guī)模經(jīng)濟(jì)系數(shù)。最后得出我國(guó)鐵路運(yùn)輸業(yè)不存在規(guī)模經(jīng)濟(jì)的結(jié)論。
