簡介:提要21世紀知識經(jīng)濟時代正在到來,知識老化的速度加快,國際化、動態(tài)化市場競爭日益激烈,一切組織和個人,只有持續(xù)學習才能不斷適應這種形勢,實現(xiàn)創(chuàng)新和成長。現(xiàn)代企業(yè)的竟爭一個很重要的因素是學習力的競爭,在這個變化越來越迅速的時代,唯一持久的優(yōu)勢就是有能力比你的競爭對手學習得更快。要實現(xiàn)企業(yè)的可持續(xù)發(fā)展,就要將企業(yè)建成一個學習型的組織。中國加入世界貿易組織之后,航空運輸市場將進一步對外開放。對于我國脆弱的民航運輸企業(yè)來說,機遇與挑戰(zhàn)并存。本文針對這一形勢,運用學習型組織的相關理論為國內航空運輸企業(yè)如何在新的競爭環(huán)境下生存發(fā)展提出相關對策。有著55年歷史的中國民航,由于長期的軍事化管理、行政千預和壟斷經(jīng)營,所屬企業(yè)的競爭能力十分低下。民航重組使得行業(yè)內部格局發(fā)生了變化,同時天空開放、代碼共享以及全球性的航空公司戰(zhàn)略聯(lián)盟等又使得我國航空運輸企業(yè)短期內就將面臨激烈的國際競爭。本文通過對我國航空運輸企業(yè)的成本、企業(yè)管理、服務質量與公司品牌等關鍵戰(zhàn)略要素的分析發(fā)現(xiàn),我國航空運輸企業(yè)存在著諸如政企不分、人員冗余、成本過高、盈利能力弱、管理水平低、服務質量差、缺乏適合自己特點的企業(yè)文化等問題,而之所以產(chǎn)生這些問題,主要是由于自身所具有的國有企業(yè)的典型特征。根據(jù)相關的學習型組織理論,本文提出了可以通過在企業(yè)內建立學習型組織來提高企業(yè)的管理水平和服務質量,從而提高企業(yè)的竟爭能力,并提出了在民航運輸企業(yè)中構建學習型組織的措施領導者角色轉換,組織結構扁平化,推行自主管理,培育學習型組織文化本文最后部分以海南航空集團公司作為案例,對中國航空運輸企業(yè)創(chuàng)建學習型組織的對策進行了論證研究。關鍵詞航空公司學習型組織組織結構組織變革第一章緒論隨著我國市場經(jīng)濟體系進一步完善以及航空市場的逐步開放,中國的航空運輸企業(yè)將要面臨來自國際全球性航空聯(lián)盟和國內其他運輸行業(yè)企業(yè)的沖擊。如何提高中國航空運輸企業(yè)的競爭能力與之抗衡,成為當前墾需解決的一大課題。本章通過闡述中國民航的發(fā)展和現(xiàn)狀,以及中國航空運輸企業(yè)存在的問題,提出本文的選題意義和研究框架。第一節(jié)研究背景一、中國民航發(fā)展概況1949年11月2日中國民航局成立,隸屬于中央軍委,同年11月9日,中國航空公司和中央航空公司的兩千多名員工毅然起義,共有12架飛機由香港飛抵京津,為開創(chuàng)新中國民航事業(yè)做出了重要貢獻。1969年11月,為保證民航的正常運行,國務院、中央軍委對民航體制做出重大調整把民航劃歸中國人民解放軍建制,成為空軍的組成部分。1980年2月鄧小平提出“民航一定要企業(yè)化”,民航改革邁出了第一步。民航的改革大體分兩個階段第一階段,1980年到1986年。主要內容是,改變領導體制,走企業(yè)化道路。第二階段,1987以后,主要內容是,以政企職能分開、單一的民航經(jīng)營機構劃分為多家航空公司為特征的管理體制改革。民航總局從1980年3月15日起,不再歸空軍代管,其工作向國務院請示報告,結束了此前以軍隊領導為主的政企合一的半軍事化狀態(tài)1987年1月民航管理體制按照“政企分開、簡政放權”的原則進行管理局、航空公司和機場分設的改革,將民航局、地區(qū)管理局、省市、區(qū)局、航空站4級管理改為民航局和地區(qū)管理局兩級管理,組建6個國家骨干航空公司,并將機場和航務管理分開。據(jù)此,民航系統(tǒng)有計劃、有步驟地進行了管理體制改革,到1991年4月1日,民航總局直屬國際、東方、南方、西南、西北、北方等六大骨千航空公司全部正式成立,并成立了中國航空油料集團公司、中國航材進出口有限公司、民航結算中心和計算機中心。隨著中國正式加入WTO歐美等國的大型航空公司將逐步進入中國,長期行政性壟斷市場的國內航空公司將面臨生死存亡的考驗。為了應對國外航空公司進入中國市場形成的
