1、我們正在做什么?Current Economic Issues Facing China,宋承敏by Song Chengmin,一、如何看待中國(guó)經(jīng)濟(jì)?How to evaluate Chinese economy?,1、我要列舉好多條,但是最重要的一條是,問(wèn)題都在想辦法解決,而不是不去解決,或者想去解決而沒(méi)有辦法解決。比如環(huán)保,結(jié)構(gòu)調(diào)整,創(chuàng)新,低收入,社會(huì)保障,信I have many points to make, but

3、bility, monopoly, reform and opening up, anti-corruption etc.,,用,食品安全,壟斷,改革開(kāi)放,反腐敗,等等。只是有些問(wèn)題一時(shí)還沒(méi)有找到更好的辦法,有些問(wèn)題還需要時(shí)間。It takes time to find out better ways to resolve these issues.,2、企業(yè)的進(jìn)步Progress of enterprises,中國(guó)是制造大國(guó)?,F(xiàn)

4、在許多企業(yè)不好。這是一個(gè)發(fā)展中的問(wèn)題。過(guò)去經(jīng)濟(jì)速度快。內(nèi)外需旺盛。生產(chǎn)能力很強(qiáng)。有許多低端產(chǎn)品的重復(fù)建設(shè),后來(lái)也出現(xiàn)部分高端產(chǎn)China is a large manufucturing country. 7、roduct.,3、速度問(wèn)題Speed of economic growth,速度下降說(shuō)明什么?過(guò)去為什么高?勞動(dòng)力成本低,發(fā)展了一些高消耗、資源性的企業(yè),領(lǐng)導(dǎo)都希望快,就業(yè)的壓力。現(xiàn)在,繼續(xù)下去,受到了環(huán)境、通貨膨脹、資源、What does the slowdown of economic growth mean? Why was the growth rate so high in the past? Because the

8、labor cost was low, and we developed some enterprises with high energy and resources consumption. The officials were willing to see rapid growth due to the pressure of unemployment. Due to the constraint of environment,

9、inflation, resources, and market, it is impossible for China to carry forward.,,市場(chǎng)等等的壓力,不能繼續(xù)下去。過(guò)去那么高,不是越高越好,現(xiàn)在下來(lái)了,既是客觀的影響,也是主觀調(diào)整的結(jié)果。目前的速度在世界上仍然是比較高的。Now the growth rate is coming down. This is the outcome of both outer

Currently, the speed of growth is still fairly high among the countries in the world.,4、前進(jìn)的動(dòng)力Driving force of development,還有沒(méi)有動(dòng)力?中國(guó)正處在工業(yè)化、城鎮(zhèn)化。城鎮(zhèn)化每年增長(zhǎng)一個(gè)百分點(diǎn),就是有一千萬(wàn)個(gè)人從農(nóng)村來(lái)到城市。我們還要進(jìn)一步擴(kuò)大對(duì)外開(kāi)放。和金磚

12、es from the countryside. We need to further open up to the outside world, and strenghthen cooperation with BRICK member states and developing countries.,5、社會(huì)保障將提高內(nèi)需Social security will expand domestic demand,我國(guó)的社會(huì)保障的特點(diǎn)是

13、,在短短的時(shí)間里,辦成了其它國(guó)家很多年辦成的事情。醫(yī)療保險(xiǎn)覆蓋了90%以上,養(yǎng)老保險(xiǎn)迅速擴(kuò)大,失業(yè)保險(xiǎn)解決了。The characteristic of social security in China is that we have accomplished the targets in a short period of time which many other countries took many years to acco

16、to create 12 million new jobs every year.It is difficult for some enterprises to recruit workers.,8、社會(huì)信用問(wèn)題Social credibility,社會(huì)信用,食品安全問(wèn)題,政府高度重視,大家維權(quán)意識(shí)增強(qiáng),社會(huì)輿論監(jiān)督加強(qiáng)。The government lays great emphasis on issues concering

17、social credibility such as food safety. The public awareness to protect their rights and interests has been enhanced, and supervison from the public and media has been strenghtened.,9、改革開(kāi)放Reform and opening up,要求在增強(qiáng),不改革

18、不行。政府的改革,壟斷的改革,國(guó)企的改革,思想的改革,習(xí)慣的改革,收入分配的改革,都在向前推進(jìn)。There is a greater need for reform. The government cannot do well without reform. We are pressing ahead with the refroms on SOEs, ideologies, traditions, income distributi

19、on etc.,10、環(huán)境問(wèn)題Environment,社會(huì)在進(jìn)步,環(huán)保意識(shí)在加強(qiáng),推動(dòng)環(huán)保工作不斷進(jìn)步。The society is moving forward. There is a stronger public awareness of environmental proctection. We are bound to carry farward the work of environmental protection.,

20、二、對(duì)外合作和競(jìng)爭(zhēng)International cooperation and competition,1、我們?nèi)妗?qiáng)大、配套的生產(chǎn)能力,豐富多彩、價(jià)廉物美的產(chǎn)品,市場(chǎng)是需要的。雖然有些制造轉(zhuǎn)移到了其它國(guó)家,但是不可能很快能夠全面取代。The global market needs our strong and all-dimensional production capabilities as well as high-quali

21、ty and inexpensive commodities. Although some production bases have been transfered to other places, it is unlikely that China will be replaced by any other country in a short time.,,2、我們需要市場(chǎng),需要進(jìn)口好的產(chǎn)品,引進(jìn)技術(shù),吸取好的經(jīng)驗(yàn)、管理和文化等等

22、。我們需要合作。We need market. We need to import good products, introduce up-to-date technologies, attract useful experience, managerial expertise and culture. We need international cooperation.,,3、我們認(rèn)為,大家是互相需要的,誰(shuí)也離不開(kāi)誰(shuí)。We bel

23、ieve that we need each other. No single country can live without collaboration from the rest of the world.4、既是合作的關(guān)系,又是競(jìng)爭(zhēng)的關(guān)系。雙方國(guó)情不同,產(chǎn)生矛盾是自然的。Our relationship is both cooperative and competitive. The two countries have d
