2、ions. Education is the cornerstone of national rejuvenation, and I think education justice is an important foundation of social justice. What’ s more, elementary education accounts for a quite b
3、ig share in the national compulsory education system. Therefore, a fair implementation of elementary education has become an equitable basis of education justice. This article focuses on the functions of go
4、vernment- owned public utilities and the deliberation of some concepts related to education justice. It points out the strategy of giving priority to implementing education and the equality of
5、promoting elementary education are the inevitable requirements not only for carrying out the functions of government- owned public utilities but also for Premier Wen Jiabao’ s “making great effort
6、s to build a service- oriented government“. By showing the unfair phenomenon in elementary education in China between regions, between schools, and between different social groups , the article
7、puts stress on the analysis of the “ vacancy”and “ dislocation”of the government public functions, the lag of carrying out the government policy, the uneven level of socio- economic development a
8、nd unsound education evaluation system and so on. The article finally points out the effective access to fair elementary education conducted by the service- oriented government. Education justice
9、 should be the goal and the value of point of the public administration. It is necessary for our government to strengthen the performance of its duties and take on responsibility in promoting
10、 elementary education justice. Our government should strengthen the concept of balanced development, and strive to increase the support for elementary education justice. Our government should also
11、 raise the awareness of laws and regulations and set up a sound legal protection for elementary education justice. Of course, our government should strengthen the guidance of public opinions a
12、nd optimize the internal and external environment of elementary education justice. Last but not least, our government should strengthen its function as a supervisor and establish a system of th
13、e supervision of a fair assessment of the elementary education justice. As a fair subject of time, elementary education justice is an increasingly developing process of history. It is impossible
14、 to get it done overnight, nor can it be achieved once and for all. As a matter of fact, our government should take the promotion of elementary education justice as its long- term goal, be
15、cause only when we have a fair starting point in getting educated can we accomplish the building of a harmonious society and realize an all- round well- off society. Keywords: government, publi
