2、相結合的角度，分析了公安行政強制措施在立法上的缺陷。論文首先從公安行政強制措施概念和法律特征入手，揭示了公安行政強制措施的內涵與外延；同時對現(xiàn)行立法中的公安行政強制措施進行了梳理和歸類，對公安行政強制措施的概念、特點和種類進行了分析。文章在第二部分中，分析了公安行政強制措施在實體方面和程序方面存在的問題，并在第三部分探討了對公安行政強制措施法律制控的途徑和辦法，以期在未來的立法中引起關注，不斷完善公安行政強制措施的立法，以期在實踐中減少
