4、性(一)Necessary of This Project(1),我國石油資源和產(chǎn)量有限(長期徘徊在1.6億噸) Limited oil resources and production (fluctuating around 160 million tons)1993年起成為石油凈進口國 From 1993, China has become a net oil importer2000年原油進口6 ~7千萬噸,2

5、010年預計超過1億噸 Oil importing amount of 60~70 million tons in 2000, and will be more than 100 million tons in 20102000年汽車消耗燃料5 ~ 6千萬噸 Automobiles consumed fuel 50 ~60 million tons in 2000,開展汽車燃料經(jīng)濟性研究的必要性(二) Necessar

6、y of This Project(2),如不加以控制,將嚴重影響中國的能源安全性 If not controlled, Chinese energy security will be influenced terribly也將徹底打亂世界石油的供應格局 World oil supply and demand situation will be fully deranged近年汽車保有量以每年將近15%的速度增長

12、le,,項目指導小組Project Directing Committee,項目指導小組由國家經(jīng)濟貿(mào)易委員會、發(fā)展計劃委員會、質(zhì)量 監(jiān)督檢疫總局、稅務總局、財政部和環(huán)境保護總局的成員組成 The committee comprises the members from SETC, SDPC, SBQSIQ, SAT, MF and SEPA 項目的所有工作均在指導小組指導下進行 All the t

13、asks in the project are directed under the directing committee CATARC每三個月向指導小組作一次工作報告 Working report will be submitted to the committee every three months by CATARC,燃料消耗量試驗方法標準Measurement Method for Fuel

14、Consumption,參照歐盟80/1268/EC指令1999/100/EC修訂版制定Refer to Directive 80/1268/EEC as amended by Directive 1999/100/EC是本項目的基礎The basic of this project是申報、標簽、公布制度和普查工作共同依據(jù)的準則The common rule for the declaring system, labeling

15、 system, announcement system and universal survey適用于M1類汽車(除駕駛員座位外,乘客座位不超過八個的載客車輛)Applies to the motor vehicles of category M1 (Vehicles used for the carriage of passengers and comprising no more than eight seats in ad

16、dition to the driver's seat),燃油耗評價體系Evaluation System for Fuel Consumption,包括(Including):汽車按燃油耗的分類The category division for auto fuel consumption同類汽車之間的比較方法The compare method for the same category autos體現(xiàn)政府對不同車

17、型的傾向To materialize the governmental trend on different auto types,普查典型車型的燃油耗 Universal Survey on Fuel Consumptionof Typical Autos,采用統(tǒng)一的試驗方法 -- 燃油耗試驗方法標準Using the unified measuring method -- Measuring Method Standard

21、the statistic and analysis體現(xiàn)政府對不同車型的傾向To materialize the governmental trend on different auto types根據(jù)燃油耗評價體系確定汽車的分類The categories of auto fixed on the evaluation system of fuel consumption,燃油耗限值標準(二)Standard of Fuel

22、 Consumption Limits(2),確定分階段實施的限值The limits are fixed up in different stage實施每一階段總體的燃油耗應有所下降In every stage the fuel consumption should be decreased as a whole每一階段的限值應有可能采取的技術(shù)措施保證The limits of every stage should be e

23、nsured by the technical measures possibly adopted,申報制度政策建議Policy Proposal on Declaring System,各主要汽車廠采用統(tǒng)一的試驗方法 -- 燃油耗試驗方法標準 -- 測定其典型車型的燃油耗The main auto manufacturers determine the fuel consumption of their typical vehic

24、les with the method prescribed in the Standard of fuel consumption measuring method將試驗結(jié)果申報政府有關部門作為該車型的申報燃油耗Report the results determined to the government concerned as the declaring fuel consumption value for this vehi

25、cle type,標簽制度政策建議Policy Proposal on Labeling System,將各汽車廠申報的燃油耗用標簽形式粘貼在該車型的每一輛車的顯要位置The fuel consumption value declared by the auto manufacturer will be affixed on a noticeable position of each vehicle of this type標簽

26、制度將促進汽車廠改善其車輛的能源效率The labeling system will promote auto manufacturer to improve the energy efficiency of their vehicles,公布制度政策建議Policy Proposal on Announcement System,將汽車廠申報的燃油耗經(jīng)普查結(jié)果核實,定期向社會公布The fuel consumption decl

27、ared by the auto manufacturer and verified by the results of the survey will be announced to the society公布制度將會引導某些購車人購買低燃油耗的車輛The announcement system will introduce some of the buyer to buy the vehicles with low fuel c

28、onsumption,燃油耗鼓勵和抑制政策建議Policy Proposal on Encourage and Restrain,對提前達到后一階段燃油耗限值的車輛,在稅收上給予優(yōu)惠Encourage the vehicle which meets the limit in advance with preferential revenue對達不到現(xiàn)階段燃油耗限值的車輛,則加征其稅收Restrain the vehicle wh
