5、ms emerging continuously and the traditional administration-centered higher educational management pattern is encounting serious challenges, because it more and more fails to meet the need of the quick development o

6、f the present higher education and must be transferred to the law-centered management pattern. Only by depending on the law to deal with kinds of relations, regulate the behavior, strengthen the management and solve all
