簡介:西南財經(jīng)大學碩士學位論文論高等教育公共財政支出的績效評價姓名武艷麗申請學位級別碩士專業(yè)稅收學指導教師李力20081201高等教育財政支出的績效評價與實證分析探討”以就業(yè)為導向”的大學教育質(zhì)量評估指標體系的建立與教學改進的收入和生活質(zhì)量與受教育程度有關”的假設前提下,剔除環(huán)境、家庭背景、性別、種族等可能的影響因素,高等教育的機會公平因可能校正“起點的不公平”而更加被認為意義重大。因為增加教育機會平等意味著增加了人們未來收入平等的機會。對此,美國經(jīng)濟學家舒爾茨曾提出觀點對人力資本尤其是普及教育進行的公共投資,就很可能是為了達到“促進社會公平“這個目的而支付的一種切實有效和效率很高的開支。這是因為第一,社會中很大的一部分收入分配差異,實際上是由于所受教育的不同而引起的,土地本身并不是貧窮的主要因素,而人的能力和素質(zhì)確實決定貧富的關鍵。這樣,通過教育,不僅可以提高勞動者個人的勞動效率和收入水平,而且可以縮小因受教育不同所產(chǎn)生的收入差異,從而使社會收入的分配趨于公平。第二,對教育投資的增加,可以提高全社會中勞動力創(chuàng)造價值所占的比重。由于相對于非人力資本投資來說,教育投資的增長會使總的工資收入比全部財政性收入增長的幅度更大,而財產(chǎn)收入分配造成的不平等要比勞動收入分配的不平等嚴重得多,所以教育投資的增長會減少個人收入分配方面的不平等。1從這個角度講,教育的確有助于改變目前社會上存在的分配和再分配的不合理或不平等現(xiàn)象。并且,公平和效率在公共教育財政支出績效問題上是統(tǒng)一的,即努力實現(xiàn)教育公平本身就是考核公共教育財政支出效率的重要內(nèi)涵之一。那么,什么才是公平的標準呢并且,如何來評價高等教育財政支出的公平性呢是否可以從教育結果的角度,即給個人帶來的實際收益率的大小來評價公平呢本文研究認為,公平并不意味著“平均”,對高等教育資源的財政撥款要兼顧考慮學歷和地區(qū)的差異。其次,根據(jù)美約翰羅爾斯對公平的定義,當公平作為一種社會制度時,既要遵循機會平等原則,又要遵循差別原則。在公共教育財政問題上,因為受到天然稟賦差別、個人努力程度差別、選擇差別等因素的影響,教育的結果必然會存在一定的差別,而這種差別被認為是合理的。因此,單純以教育給個人帶來的收益率的大小來評價公平是不恰當?shù)?,但是如果當高等教育資源在配置上本身存在不公平問題、則教育給個’美西奧多W舒爾茨‘論人力資本投資,吳珠華譯,北京經(jīng)濟學院出版社1990年版,第105頁。2
