2、encesmustproveoneofthemostimptantthateverengagedtheirattentiontheproprietyoftheirtakingaverycomprehensiveaswellasaveryseriousviewofitwillbeevident.Nothingismecertainthantheindispensablenecessityofgovernmentitisequallyund
3、eniablethatwheneverhoweveritisinstitutedthepeoplemustcedetoitsomeoftheirnaturalrightsindertovestitwithrequisitepowers.ItiswellwthyofconsiderationtherefewhetheritwouldconducemetotheinterestofthepeopleofAmericathattheyshou
4、ldtoallgeneralpurposesbeonenationunderonefederalgovernmentthattheyshoulddividethemselvesintoseparateconfederaciesgivetotheheadofeachthesamekindofpowerswhichtheyareadvisedtoplaceinonenationalgovernment.Ithasuntillatelybee
5、nareceiveduncontradictedopinionthattheprosperityofthepeopleofAmericadependedontheircontinuingfirmlyunitedthewishesprayersefftsofourbestwisestcitizenshavebeenconstantlydirectedtothatobject.Butpoliticiansnowappearwhoinsist
6、thatthisopinioniserroneousthatinsteadoflookingfsafetyhappinessinunionweoughttoseekitinadivisionoftheStatesintodistinctconfederaciessovereignties.Howeverextradinarythisnewdoctrinemayappearitneverthelesshasitsadvocatescert
7、ainacterswhoweremuchopposedtoitfmerlyareatpresentofthenumber.Whatevermaybetheargumentsinducementswhichhavewroughtthischangeinthesentimentsdeclarationsofthesegentlemenitcertainlywouldnotbewiseinthepeopleatlargetoadoptthes
8、enewpoliticalteswithoutbeingfullyconvincedthattheyarefoundedintruthsoundpolicy.IthasoftengivenmepleasuretoobservethatindependentAmericawasnotcomposedofdetacheddistantterritiesbutthatoneconnectedfertilewidespreadingcountr
9、ywastheptionofourwesternsonsofliberty.Providencehaswisdomintimeswhichtriedthemindsheartsofmenundertookthearduoustask.Inthemildseasonofpeacewithmindsunoccupiedbyothersubjectstheypassedmanymonthsincooluninterrupteddailycon
10、sultationfinallywithouthavingbeenawedbypowerinfluencedbyanypassionsexceptloveftheircountrytheypresentedrecommendedtothepeopletheplanproducedbytheirjointveryunanimouscouncils.Admitfsoisthefactthatthisplanisonlyrecommended
11、notimposedyetletitberememberedthatitisneitherrecommendedtoblindapprobationntoblindreprobationbuttothatsedatecidconsiderationwhichthemagnitudeimptanceofthesubjectdemwhichitcertainlyoughttoreceive.Butthis(aswasremarkedinth
12、efegoingnumberofthispaper)ismetobewishedthanexpectedthatitmaybesoconsideredexamined.Experienceonafmeroccasionteachesusnottobetoosanguineinsuchhopes.Itisnotyetfgottenthatwellgroundedapprehensionsofimminentdangerinducedthe
13、peopleofAmericatofmthememableCongressof1774.Thatbodyrecommendedcertainmeasurestotheirconstituentstheeventprovedtheirwisdomyetitisfreshinourmemieshowsoonthepressbegantoteemwithpamphletsweeklypapersagainstthoseverymeasures
14、.Notonlymanyoftheofficersofgovernmentwhoobeyedthedictatesofpersonalinterestbutothersfromamistakenestimateofconsequencestheundueinfluenceoffmerattachmentswhoseambitionaimedatobjectswhichdidnotcrespondwiththepublicgoodwere
15、indefatigableintheirefftstopursuadethepeopletorejecttheadviceofthatpatrioticCongress.Manyindeedweredeceiveddeludedbutthegreatmajityofthepeoplereasoneddecidedjudiciouslyhappytheyareinreflectingthattheydidso.Theyconsidered
16、thattheCongresswascomposedofmanywiseexperiencedmen.Thatbeingconvenedfromdifferentpartsofthecountrytheybroughtwiththemcommunicatedtoeachotheravarietyofusefulinfmation.Thatinthecourseofthetimetheypassedtogetherininquiringi
17、ntodiscussingthetrueinterestsoftheircountrytheymusthaveacquiredveryaccurateknowledgeonthathead.Thattheywereindividuallyinterestedinthepubliclibertyprosperitytherefethatitwasnotlesstheirinclinationthantheirdutytorecommend
18、onlysuchmeasuresasafterthemostmaturedeliberationtheyreallythoughtprudentadvisable.ThesesimilarconsiderationstheninducedthepeopletorelygreatlyonthejudgmentintegrityoftheCongresstheytooktheiradvicenotwithstingthevariousart
19、sendeavsusedtodeterthemfromit.ButifthepeopleatlargehadreasontoconfideinthemenofthatCongressfewofwhomhadbeenfullytriedgenerallyknownstillgreaterreasonhavetheynowtorespectthejudgmentadviceoftheconventionfitiswellknownthats
20、omeofthemostdistinguishedmembersofthatCongresswhohavebeensincetriedjustlyapprovedfpatriotismabilitieswhohavegrownoldinacquiringpoliticalinfmationwerealsomembersofthisconventioncarriedintoittheiraccumulatedknowledgeexperi
