2、ngerstowhichweshouldbeexposedinastateofdisunionfromthearmsartsoffeignnations.IshallnowproceedtodelineatedangersofadifferentperhapsstillmealarmingkindthosewhichwillinallprobabilityflowfromdissensionsbetweentheStatesthemse

3、lvesfromdomesticfactionsconvulsions.Thesehavebeenalreadyinsomeinstancesslightlyanticipatedbuttheydeserveameparticularmefullinvestigation.AmanmustbefargoneinUtopianspeculationswhocanseriouslydoubtthatiftheseStatesshouldei

4、therbewhollydisunitedonlyunitedinpartialconfederaciesthesubdivisionsintowhichtheymightbethrownwouldhavefrequentviolentcontestswitheachother.Topresumeawantofmotivesfsuchcontestsasanargumentagainsttheirexistencewouldbetofg

5、etthatmenareambitiousvindictiverapacious.Tolookfacontinuationofharmonybetweenanumberofindependentunconnectedsovereigntiesinthesameneighbhoodwouldbetodisregardtheunifmcourseofhumaneventstosetatdefiancetheaccumulatedexperi

6、enceofages.Thecausesofhostilityamongnationsareinnumerable.Therearesomewhichhaveageneralalmostconstantoperationuponthecollectivebodiesofsociety.Ofthisdeionaretheloveofpowerthedesireofpreeminencedominionthejealousyofpowert

7、hedesireofequalitysafety.Thereareotherswhichhaveamecircumscribedthoughanequallyoperativeinfluencewithintheirspheres.Sucharetherivalshipscompetitionsofcommercebetweencommercialnations.thereareothersnotlessnumerousthaneith

8、erofthefmerwhichtaketheiriginentirelyinprivatepassionsintheattachmentsenmitiesinterestshopesfearsofleadingindividualsinthecommunitiesofwhichtheyaremembers.Menofthisclasswhetherthefavitesofakingofapeoplehaveintoomanyinsta

9、ncesabusedtheconfidencetheypossessedassumingthepretextofsomepublicmotivehavenothasatendencytosoftenthemannersofmentoextinguishthoseinflammablehumswhichhavesooftenkindledintowars.Commercialrepublicslikeourswillneverbedisp

10、osedtowastethemselvesinruinouscontentionswitheachother.Theywillbegovernedbymutualinterestwillcultivateaspiritofmutualamityconcd.Isitnot(wemayasktheseprojectsinpolitics)thetrueinterestofallnationstocultivatethesamebenevol
