3、 further development of the current economy. In the early 21st century, China began to introduce PPP mode into public infrastructure projects. However, with the rapid development of China's economy in recent years, p

4、ublic infrastructure construction only relied heavily on government investment, and PPP (Public-Private-Partnerships ) Model to become the government's public infrastructure new financing methods, PPP model to a cert

5、ain extent, to ease the shortage of public infrastructure funds situation. On the one hand is conducive to the optimal allocation of resources, on the other hand is conducive to the number of public infrastructure and th

6、e quality of effective supply, in order to achieve the government public welfare functions and social welfare optimization. However, the public infrastructure PPP model is still in the initial stage of exploration, lack

7、of experience, the implementation of PPP projects involving multi-party participation, the project a long time, high risk and complexity. Therefore, the government runs through the entire PPP project, especially in the e

8、arly stages of the PPP project plays a leading role in the direction of control, play a crucial role. Based on the analysis of the responsibility of the government in the PPP model of public infrastructure, this paper fo

9、cuses on the problems, causes analysis and the solution to the causes of the government in the process of implementing the PPP project. This paper first introduces the basic theory of public infrastructure construction P

10、PP model and government responsibility, so as to lay a theoretical foundation for analyzing the problems and causes of government responsibility in PPP mode of public infrastructure construction in China. Secondly, it an

11、alyzes the current situation of government responsibility implementation of PPP project in China's public infrastructure: the historical development process and the achievements. Thirdly, a comprehensive and systemat

12、ic analysis of China's PPP project development and implementation of government responsibility problems: government planning defects, laws and regulations are not perfect, responsibility risk sharing is unclear, envi

13、ronmental and financial security, supervision is not in place and so on. On this basis, further analysis of PPP project government responsibility is missing or insufficient reasons, such as: the transformation of governm
