5、epartmentsinacademicscholarshipionprocesshavegreatautonomysotherewasalotofproblemsdisputes.Graduatestudiesscholarshipsystemfromstarttonowreceivedexactlywhateffecthavenotreachedthepurposeofimplementationoftheiginalimpleme
