簡介:陜西師范大學(xué)碩士學(xué)位論文對鐵路運(yùn)輸業(yè)重新規(guī)制問題的研究姓名蔡玉潔申請學(xué)位級別碩士專業(yè)政治經(jīng)濟(jì)學(xué)指導(dǎo)教師張正軍20070401市場經(jīng)營,建立政府主導(dǎo)型、充分競爭的適應(yīng)社會主義市場經(jīng)濟(jì)的鐵路管理體制和經(jīng)營機(jī)制,滿足國民經(jīng)濟(jì)和社會發(fā)展的需要”這樣的總體目標(biāo)。在這一目標(biāo)下,我們的改革應(yīng)該滿足如下幾個原則符合中國國情、從中國實(shí)際出發(fā);政企分開、政資分開、政府主導(dǎo);實(shí)現(xiàn)充分而公平的競爭性市場;改革與規(guī)制重建循序漸進(jìn);系統(tǒng)配套、特殊政策和過渡措施相結(jié)合;建立強(qiáng)有力的領(lǐng)導(dǎo)體系和強(qiáng)有力的政府支持。然后指出中國鐵路運(yùn)輸業(yè)重新規(guī)制的方向應(yīng)是重構(gòu)鐵路企業(yè),建立“網(wǎng)運(yùn)分離”的鐵路運(yùn)輸企業(yè)結(jié)構(gòu),實(shí)行現(xiàn)代企業(yè)制度,建立適應(yīng)社會主義市場經(jīng)濟(jì)體制.的鐵路管理體制和運(yùn)行機(jī)制。并就“網(wǎng)運(yùn)分離”問題進(jìn)行探討,研究“網(wǎng)運(yùn)分離”在中國的適用性最后根據(jù)以上分析,提出重新規(guī)制應(yīng)該集中在以下幾個方面第一,要做好重新規(guī)制的前期準(zhǔn)備工作。要做到政企分開、明晰產(chǎn)權(quán),健全企業(yè)法人制度,同時要注意健全規(guī)制法規(guī)。第二,建立合格的規(guī)制主體,即改組鐵道部,盡快建立獨(dú)立、公平、公正的鐵路運(yùn)輸業(yè)規(guī)制機(jī)構(gòu),同時要加強(qiáng)對規(guī)制主體的規(guī)制。第三,明確重新規(guī)制的對象。重組鐵路運(yùn)輸企業(yè),使其成為真正的市場主體;以“網(wǎng)運(yùn)分離”為主線,合理重組鐵路運(yùn)輸業(yè)產(chǎn)業(yè)結(jié)構(gòu)。第四,合理運(yùn)用進(jìn)入規(guī)制、投資規(guī)制及價格和收益規(guī)制的手段進(jìn)行重新規(guī)制。關(guān)鍵詞鐵路運(yùn)輸業(yè)重新規(guī)制自然壟斷網(wǎng)運(yùn)分離N

簡介:摘要摘要進(jìn)入本世紀(jì)以來,物流與供應(yīng)鏈管理理念和方法在中國炙手可熱,企業(yè)之間紛紛創(chuàng)建合作伙伴關(guān)系或戰(zhàn)略聯(lián)盟,以求得在市場競爭中達(dá)到“合作共贏”的效果。采購商一供應(yīng)商關(guān)系理論為雙方創(chuàng)建良好的關(guān)系奠定了理論基礎(chǔ)。該理論認(rèn)為,雙方關(guān)系的建立基于各自所進(jìn)行的投入和所獲得的回報,如果這種關(guān)系可以維持并且能夠良性發(fā)展下去,雙方必須進(jìn)行持續(xù)的改進(jìn)。鐵路“十一五”規(guī)劃的發(fā)布給中國鐵路貨物運(yùn)輸行業(yè)帶來了空前發(fā)展的機(jī)遇。2005年和20年鐵路基本建設(shè)投資出現(xiàn)了較大的增長,并且預(yù)期未來若干年這種快速增長將繼續(xù)持續(xù)下去,必將帶動鐵路貨物運(yùn)輸?shù)目焖侔l(fā)展。本文從采購商一供應(yīng)商關(guān)系的視角,以中國鐵路貨物運(yùn)輸?shù)陌l(fā)展為研究對象,采用思維流程TP和統(tǒng)計(jì)分析相結(jié)合的方法,重點(diǎn)考察了中國鐵路貨物運(yùn)輸行業(yè)的發(fā)展?fàn)顩r和鐵路貨物運(yùn)輸采購商一供應(yīng)商關(guān)系現(xiàn)狀,找出了影響雙方關(guān)系進(jìn)一步改善的鐵路行業(yè)自身的制約因素。根據(jù)統(tǒng)計(jì)數(shù)據(jù)分析,中國鐵路貨物運(yùn)輸行業(yè)的發(fā)展?jié)摿薮?,但?dāng)前市場化程度相對較低,鐵路貨運(yùn)企業(yè)與客戶之間的戰(zhàn)略伙伴關(guān)系還處于剛剛形成的階段。通過研究發(fā)現(xiàn),制約中國鐵路貨物運(yùn)輸采購商一供應(yīng)商關(guān)系進(jìn)一步改善的主要因素有企業(yè)體制、營銷能力、運(yùn)力資源能力和內(nèi)部業(yè)務(wù)流程,因此中國鐵路主管部門和鐵路貨物運(yùn)輸企業(yè)必須對這些制約因素進(jìn)行有效改善一是加快體制改革,進(jìn)行企業(yè)重組二是對貨運(yùn)產(chǎn)品營銷組合進(jìn)行改進(jìn)三是整合運(yùn)力資源,進(jìn)行生產(chǎn)力布局調(diào)整四是優(yōu)化貨運(yùn)業(yè)務(wù)流程,提高作業(yè)效率和產(chǎn)品服務(wù)質(zhì)量。關(guān)鍵詞鐵路貨運(yùn)思維流程體制改革營銷組合貨運(yùn)業(yè)務(wù)流程ABSTRACTONTHECONSTRAINTFACTORSFIRSTSPEEDUPTHEREFORMPROCESSANDENTERPRISESSECONDIMPROVETHEOFCARGOGOODSTHIRDINTEGRATETRANSPORTATIONRESOURCESCAPACITYANDRESTRUCTURETHEPRODUCTIVITYDISTRIBUTIONFOURTHOPTIMIZETHEFREIGHTBUSINESSPROCESSESANDQUALITYOFPRODUCTSOPERATIONEFICIENCYANDSERVICEKEYWORDSRAILWAYFREIGHTTHINKINGPROCESSREFORMFREIGHTBUSINESSPROCESSIII

簡介:鐵路運(yùn)輸是有色冶煉企業(yè)生產(chǎn)鏈上的重要環(huán)節(jié)。但是,長期以來鐵路運(yùn)輸管理沿襲著落后的作業(yè)方式,手工作業(yè)為主,信息滯后。隨著企業(yè)生產(chǎn)規(guī)模的不斷擴(kuò)大,鐵路運(yùn)能與運(yùn)量的矛盾愈加突出,鐵路運(yùn)輸日益成為制約企業(yè)發(fā)展的“瓶頸”。本文主要研究在大型企業(yè)鐵路運(yùn)輸管理中,利用計(jì)算機(jī)來解決管理中存在的管理層次多,信息傳遞慢,效率不高的局面,以滿足現(xiàn)代化企業(yè)對鐵路運(yùn)輸管理的要求。論文介紹了基于管理信息系統(tǒng)MIS的企業(yè)鐵路運(yùn)輸管理信息系統(tǒng)分析與設(shè)計(jì)。在系統(tǒng)需求分析的基礎(chǔ)上,對系統(tǒng)的功能模塊、拓?fù)浣Y(jié)構(gòu)、數(shù)據(jù)庫設(shè)計(jì)等進(jìn)行了較詳細(xì)的論述。針對企業(yè)自備鐵路的特點(diǎn),確定了自備鐵路運(yùn)輸管理信息系統(tǒng)的開發(fā)模型和技術(shù)方案。并對安全設(shè)計(jì)、系統(tǒng)性能等在系統(tǒng)中的具體實(shí)現(xiàn)進(jìn)行了詳細(xì)的闡述。論文以鐵路調(diào)度指揮管理信息系統(tǒng)DMIS建設(shè)項(xiàng)目為背景,深入研究DMIS開發(fā)中的關(guān)鍵技術(shù),包括雙機(jī)熱備、系統(tǒng)可靠性、容錯技術(shù)和數(shù)據(jù)庫簡介等,闡述了DMIS部分子系統(tǒng)的具體實(shí)施,并對DMIS的實(shí)際運(yùn)行效果進(jìn)行了分析。最后在分析和總結(jié)氧化鋁生產(chǎn)企業(yè)中鋁河南分公司鐵路運(yùn)輸特點(diǎn)的基礎(chǔ)上,重點(diǎn)介紹了如何針對河南分公司運(yùn)輸部的特點(diǎn),研究了如何將目前成熟的信息技術(shù)應(yīng)用于生產(chǎn)管理,建立一套切實(shí)可行的信息管理系統(tǒng)。實(shí)際應(yīng)用取得的良好效果驗(yàn)證了系統(tǒng)分析與設(shè)計(jì)方法的有效性和實(shí)用性。
