2、amilies. And it is considered as one of the most important projects of the government. So it is imperative to make a thorough inquiry into the discussion of how to construct a housing security system and of what kind

3、of the system should be constructed. Nowadays, there are low-renting housing, economic housing in the practice, and there is “double-limited” housing in some cities as well. As to the limitation of the length of the pa

4、per, the author doesn’t discuss the advantages and the disadvantages of them. This dissertation is based on the conclusion that it should apply the low-renting housing in our country as the housing security measure ac

5、cording to the preliminary studies. Then, the following problems should be clarified: What is low-renting housing? What is the significance of constructing a system of low-renting housing? What is the policy and legal

6、regime according to it in our country? How is the practice in other countries as to this problem, what is the legal regime of it and whether we can learn from their experience? Whether Link REITs in Hong Kong which is on

7、e of the examples of REITs can apply in mainland China? Whether we have a proper legal regime to set up a system of REITs? How to construct a legal regime suitable to the trend of the setting up the low-renting housing R

8、EITs? With these problems in mind, the author analyzed the status quo of housing security system in America and Hong Kong, and then came to a conclusion that low-renting housing is an effective way to solve the housing p

9、roblems of the citizens. Considering the promoting role of the Link REITs in low-renting housing in Hong Kong, the author proposes a concept that we can apply REITs into low-renting housing system in mainland China. More

10、over, after analyzing the legal construction and the practice of REITs in America and Hong Kong, the author came to the conclusion that it is feasible to apply REITs into the construction of low-renting housing system i

11、n mainland China. Based on the conclusion above, the author tries to discuss and envisage the legal regime of low-renting REITs system. After comparing several different structures, the author advanced his suggestion a
