2、 recent Chinese social structure, the officials own the power capital, the scholars have knowledge capital, the investors hold the advantage of financing, and the local cultural bearers,possess of the lively l
3、ocal knowledge naturally. For the different purposes, the several forces such as the officials, the investors, the scholars and the locals hold in play in the process of protection and development. And in this process, t
4、he official force is dominant, the scholar’s force is instructional, the investor’s function is decisive, and the local cultural bearer’s function is essential. The protection and development of ethical cultural heritage
5、 is a cubic project. Any single organization can not do it well, because it involves several aspects of conflict of interest. The achievement in the officials’ post is their lifeline and the goal that most official
6、s pursue. We give no cause for more criticism for the officials’ purpose. However, we hope that we can see a macro-dominant government, but not an idiographic-administering one. When the investors develop the fol
7、klore tourism and promot the laggard local economy, they should aviod the development being self-destroyed and becoming an eager for quick success and instant benefit one. They should develop with their consci
8、ence, but not the idea that they go away after earning a amout of money.The scholars stand at a nonplus between the roles of being much or little accounted of. They not only enjoy the role of the honoured guests treated
9、by the government officials and the investors in the early period of tourism development, but “enjoy” the inhospitality in the late one.They regrets that the tourism development has deviated from the scheduled
10、 orbit which can not be redeemed. Their spirit is admired, but their idealized assume needs to come back to the real world. The local cultural elites are the real bearers of their own ethical culture and t
11、he main body of the cultural transmition. While facing the impact of the exotic forces, the local cultural elites are opposing hardly. Though they has succeeded partly, when they stride forward the higher aims the postna
12、tal lacking of economic power brings them into lots of trouble and causes them being full of helpless, frustration and inferiority. In order to solve these problems, it needs to not only strengthen their sbjectivity and
13、inspire their self-consciousness of cultural protection, but step up the consciousness of how the develop their own culture properly. In a word, the protection and development of ethical culture is the thing that can be
