5、cement of transformation and all circles to people's livelihood issues of importance to improve continuously. Employment as vital to people's livelihood, become one of the important proble

6、m need to be solved in the transformation process. Aiming at the employment problem encountered in the process of the transformation, this paper standing in the government's Angle, use the

7、 relevant fiscal policy, to realize the purpose of safeguard employment. The paper divides into three parts, the first part is chapter 1, which mainly introduces the problem put forward and top

8、ic significance, and relevant literature review and research methods, purpose and content. The second part includes chapter 2,chapter 3 and chapter 4,and it is the core part of this paper. In
