4、leneck restricting the further development of agriculture. At thebackground of agricultural modernization and new agricultural management system,the focus of the present agricultural development is to improve agricultura

5、l benefitand to make progress of rural economy,.In accordance with New Normal, basing on the perspective of modern agriculturalmanagement system, from the relationship of fiscal agricultural expenditure withagricultural

6、economic growth and farmers' income increase, carried the empiricalanalysis of fiscal agricultural expenditure in Shandong province both in micro andmacro production performance. The empirical analysis of micro produ

7、ctionperformance mainly used data envelopment analysis method, evaluating andanalysing fiscal agricultural expenditure efficiency of Shandong province. Theempirical analysis of macro production performance: on the one ha

8、nd,used theextended C-D production function, the unit root test and cointegration test to analysethe relationship between agricultural expenditure and economic growth of agriculture;On the other hand, used Granger causal

9、ity test, stepwise regression analysis, andBrown-Jackson model to measure agricultural expenditure and farmers' income.Then,we could make some conclusions through the empirical analysis: Shandongfinance agricultural

10、expenditure low efficiency was due to excess productive inputs;fiscal agricultural expenditure was general on agricultural economic growth, too muchsurplus labor force affected the effects of fiscal agricultural expendit
