    • 簡(jiǎn)介:近年來,我國安全生產(chǎn)形勢(shì)十分嚴(yán)峻,每年發(fā)生的安全生產(chǎn)事故居高不下。機(jī)械制造業(yè)是我國國民經(jīng)濟(jì)的支柱,在安全生產(chǎn)中起著承上啟下的作用,一個(gè)小小的安全隱患就有可能對(duì)企業(yè)和社會(huì)帶來重大的損失,所以,能否通過實(shí)施一種新的安全績(jī)效考核方法使得機(jī)械制造業(yè)在高速發(fā)展的同時(shí)提高機(jī)械制造企業(yè)安全管理水平,改善勞動(dòng)條件,是非常重要和緊迫的。通過對(duì)機(jī)械制造企業(yè)安全生產(chǎn)狀況以及國內(nèi)外安全績(jī)效考核研究狀況分析,作者提出了采用平衡記分卡BSC的方法為機(jī)械制造企業(yè)建立安全績(jī)效考核指標(biāo)體系,平衡計(jì)分卡BSC是有效的績(jī)效考核和戰(zhàn)略管理工具,能夠兼顧長(zhǎng)期目標(biāo)與短期目標(biāo)、企業(yè)內(nèi)部目標(biāo)與外部目標(biāo)、員工個(gè)人目標(biāo)與企業(yè)團(tuán)隊(duì)目標(biāo)之間的協(xié)調(diào)和平衡。通過對(duì)平衡計(jì)分卡維度的設(shè)定和指標(biāo)的選擇,建立安全績(jī)效平衡計(jì)分卡考核模型,分為安全維度、內(nèi)部管理維度、外部管理維度和學(xué)習(xí)與成長(zhǎng)維度,并運(yùn)用權(quán)值因子判斷表法、層次分析法AHP和德爾菲咨詢法DELPHI確定指標(biāo)考核權(quán)重。最后針對(duì)實(shí)際企業(yè)進(jìn)行實(shí)證。建立合理、有效的安全績(jī)效考核指標(biāo)體系有助于準(zhǔn)確預(yù)測(cè)企業(yè)安全走勢(shì),有助于安全生產(chǎn)的針對(duì)性管理,預(yù)防事故發(fā)生,能促進(jìn)安全管理水平的提高,對(duì)企業(yè)確定安全戰(zhàn)略目標(biāo)十分重要,同時(shí)也可將此類信息提供給有關(guān)方面,如政府主管部門、投資人、保險(xiǎn)公司以及顧客等,以求得全社會(huì)對(duì)機(jī)械制造業(yè)安全的關(guān)注,促進(jìn)和諧社會(huì)的發(fā)展。

    • 簡(jiǎn)介:隨著信息技術(shù)在制造業(yè)中的深入應(yīng)用,信息化逐步成為現(xiàn)代制造企業(yè)的顯著特征。其中,ERP系統(tǒng)涉及到企業(yè)的眾多部門,管理著整個(gè)企業(yè)的制造資源,具有重要地位,所以許多企業(yè)都把ERP系統(tǒng)作為企業(yè)信息化建設(shè)的重點(diǎn)。但是若其安全訪問控制問題不能得到有效解決,必將嚴(yán)重影響使用效果。本文在傳統(tǒng)訪問控制技術(shù)及ERP理論的基礎(chǔ)上,分析了ERP系統(tǒng)的應(yīng)用特點(diǎn)以及訪問控制需求;分析了經(jīng)典訪問控制模型在ERP系統(tǒng)中應(yīng)用的局限性A為了使訪問控制技術(shù)能夠適應(yīng)ERP系統(tǒng)的應(yīng)用特點(diǎn),提出一種綜合訪問控制模型。該模型主要在組織結(jié)構(gòu)管理、對(duì)象權(quán)限管理、授權(quán)管理三個(gè)方面對(duì)經(jīng)典模型進(jìn)行了改進(jìn)允許用戶直接參與授權(quán),重新界定了用戶、角色、組三種主體類型的權(quán)限關(guān)系;提出了對(duì)象的分層管理模式并明確對(duì)象之間權(quán)限的繼承關(guān)系;正確解決了動(dòng)態(tài)權(quán)限問題;設(shè)計(jì)了權(quán)限沖突解決方案??紤]許多企業(yè)存在地域分布的特點(diǎn),提出了相應(yīng)的分布式授權(quán)模型。在提出綜合訪問控制管理思想的基礎(chǔ)上,給出了系統(tǒng)的總體實(shí)現(xiàn)框架及其所包括的身份認(rèn)證、訪問控制系統(tǒng)、數(shù)據(jù)庫設(shè)計(jì)三部分組件的設(shè)計(jì)。身份認(rèn)證是訪問控制的前提訪問控制系統(tǒng)是模型實(shí)現(xiàn)的核心機(jī)制;數(shù)據(jù)庫為整個(gè)系統(tǒng)提供數(shù)據(jù)支持。并采用UML描述了系統(tǒng)用例圖、系統(tǒng)部分動(dòng)態(tài)模型以及重要的系統(tǒng)類圖。本文最后將上述研究成果在五征集團(tuán)公司的ERP系統(tǒng)中進(jìn)行了應(yīng)用驗(yàn)證,取得了較好的應(yīng)用效果,有效降低了授權(quán)的難度,實(shí)現(xiàn)了細(xì)粒度的訪問控制。
